Project Description:

The ACCELERE! program supports improving educational outcomes for boys and girls in select education provinces in the DRC. To contribute to achieving this purpose, ACCELERE! Activity One is supporting education service delivery in public primary schools (including écoles conventionnées run by religious networks) in 25 education sub-divisions across six provinces: Haut Katanga, Lualaba, Kasaï Central, Kasaï Oriental, Equateur and Sud-Ubangui. In addition, Activity 1 will support nonformal alternative/accelerated learning programs (ALPs), including centres de rattrapage scolaire (CRSs) in these 25 sub-divisions as well as in targeted areas of North and South Kivu provinces, and in vocational centres d’apprentissage professionnel (CAPs) in target areas of the Kivus and conflict-affected zones in Haut Katanga and Lualaba. ACCELERE! Activity One also works to ensure that girls and boys benefit equally from project activities and that all assistance is conflict sensitive and disability inclusive.

Position is contingent upon receipt of donor funding and based in Kinshasa, Democratic Republic of Congo.

Position Description:

Provide overall technical expertise on improving educational quality, including improving the quality of instruction at the primary level for three Congolese languages and French, ensuring that teaching/learning materials are used effectively and increasing community participation to support school-based and extracurricular learning. Provide overall management and implementation of education program activities (planning and budgeting, budget execution and financial management, human resource development, communication and coordination with donor agencies and NGOs supporting development and rehabilitation of education). Strengthen the technical quality of education programs and the capacity of staff to implement the high-quality programs. Define strategic direction and ensure high quality education programming. Manage project related budgets, supervise staff, oversee program implementation, and provide technical assistance. Engage with the MEPSP to integrate key elements around teacher and learner well-being. Evaluate programmatic effectiveness and provide technical assessment reports. Review, analyze, and evaluate the effectiveness of literacy-related activities and make recommendations for improvement to meet project goals. Represent the project externally at professional meetings and conferences. Maintain collaborative relationships with donor/client organizations, relevant government agencies, and nongovernmental organizations

Minimum Requirements: 
Education requirements: A master’s degree (or foreign equivalent) is required. A master’s degree in
education, with a specific specialization related to the Program Results is preferred, however a master’s
degree in a related but non-education degree may be considered if the individual has at least five years
professional experience in working with the program result areas.

Experience requirements: At least eight years of relevant management, supervisory, technical experience
working with programs that are of a similar scope and scale (10 years preferred); at least eight years’ experience in the education sector; experience in preparation of project designs, strategic planning and implementation of related activities to improve access and improve education quality. The Senior Education Advisor/Specialist must have experience with early grade reading, L1 and L2 acquisition, implementing education programs in conflict and conflict affected settings, improving access for girls and vulnerable populations, and implementing in-service teacher training. The Senior Education Advisor/Specialist must have a demonstrated successful track record in implementing comprehensive and complex education interventions in complex settings to achieve measurable results. Experience in Africa, French speaking education systems, and programs that have implemented similar interventions in the DRC or conflict affected country in the past are preferred but not required.

Specialized knowledge/skills: The Senior Education Advisor/Specialist must have professional level oral
and written skills in English and French. The Senior Education Advisor/Specialist must have the necessary managerial skills in addition to technical and analytical skills to track, monitor, and coordinate the various components under the three result areas while providing quality control to implementation of activities.
