World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. Position: Senior Grant Finance Officer

Report to: Senior Grants Finance Manager

Location: Kampala – National Office

Purpose of the position:

Support the Grants Finance Manager as a Senior Grant Finance Officer; support the Grants Finance Manager to integrate field financial compliance and risk management in conformity with World Vision International Financial reporting requirements and additional compliance standards established by each Support Office, donor, government, and regulatory agency. This role is expected to assist the Grants Finance Manager for an effective Internal control, regular Field Visits and review of Grants & PNS transactions and process for timely alert, the Grants Accountants capacity strengthening and process improvement.

Key Outputs/Responsibilities.

Strategic Financial Planning and Management

  • Support the Grants Finance Manager and the resource mobilization team in proposal budgets development
  • Monitor spending on projects under your budget portfolio to ensure that they fall within acceptable variance limits.
  • Coordinate cash flows and project funding for your budget portfolio

Promote financial accountability & reporting for the grants under your budget portfolio

  • Ensure timely, accurate & complete relevant reporting to the donors and internal users
  • Ensure Grants Projects Bank Reconciliations prepared on a monthly basis.
  • Manage Fixed Asset listings for grants projects under your portfolio
  • Ensure project budgets are updated regularly and posted on time.
  • Ensure that receivables for projects under your portfolio are invoiced and reimbursed on time.

Risk and controls, cost effectiveness

  • Ensure that projects under your portfolio are properly closed (no under/over expenditure) as per the donor project close out requirements
  • Ensure that appropriate financial systems and controls are in place to avoid significant audit risk ratings at project levels
  • Support internal and external grants/ donor audits during the year to achieve an unqualified audit opinion. Internal control systems being observed for all grant & PNS projects
  • Ensure all grants projects audited during the FY obtain at least acceptable audit risk rating in internal audits, timely management responses submission and audit recommendations are implemented within 90 days
  • Follow up and ensure 100% submission of LDRs for staff under your budget portfolio

Leadership, Technical coaching and mentoring of finance staff under your supervision

  • Carry out performance reviews for your supervised staff and identify training gaps
  • Conduct training sessions on key finance technical aspects – Financial Reporting, Accruals, Budget management etc.
  • Facilitate Projects Manager and other non-finance staff in understanding donors’ requirements, partnership financial policies and procedures.

Building Strategic networks

  • Provide the required support to support office by ensuring that all the budgets and financial reports are done and submitted in time.
  • Support all World Vision new Initiatives to ensure that they are implemented at the projects level
  • Ensure that partners/sub grantees understand World Vision work, and are properly supported to achieve intended objectives.
  • Effective Communication with Support Office and National office and providing feedback as required
  • At least Quarterly field visits to support the field staff

Perform other duties as required

Qualifications: Education/Knowledge/Technical Skills and Experience.

  • Bachelor’s degree in Business Administration, Accounting & Finance with a preference for post-graduate qualifications.
  • Experience in managing bilateral and multilateral Grants from large Agency such as UN, USG, DFAT, and EC
  • Minimum of 4 years Grants finance control experience applied to institutional donor funded projects.
  • Experience with Results Based Management or similar results based management tools.
  • Demonstrated experience working in complex humanitarian contexts, preferably in East Africa.
  • Excellent analytic, organizational and computer skills; MS Office, Word, Excel, Outlook, PowerPoint.
  • Ability to travel frequently on field
  • Excellent written and spoken English
  • Must be a committed Christian, able to stand above denominational diversities.
  • Attend and participate in daily devotions and weekly Chapel services.
  • Perform other duties as required.
