Chemonics seeks a Senior Malaria Control and Elimination Advisor for the anticipated USAID Eliminating Malaria Activity in The Gambia. The activity aims to strengthen malaria case-based surveillance and response to accelerate elimination; enhance cross-border coordination for implementation of malaria interventions and data sharing between The Gambia and Senegal; strengthen MoH/NMCP central-level capacity to sustain, manage, and intensify malaria control and elimination efforts; and optimize delivery of malaria services through community-based approaches in The Gambia. The Senior Malaria Control and Elimination Advisor is responsible for technical oversight of malaria prevention and treatment activities, mobilizing and coordinating partners around selected malaria intervention policies, approaches and indicators. The Senior Malaria Control and Elimination Advisor brings extensive technical knowledge of malaria and a strong background in malaria prevention and treatment programs as well as strong experience in results dissemination and publication.

Responsibilities include:

  • Provide overall project technical oversight, leadership, and guidance to team members and consultants to achieve targeted results and impact
  • Oversees and leads team to design, implement, and monitor implementation of technical activities pertaining to the integrated delivery and scale up of proven malaria interventions, specifically community- and facility-level case management, IPTp, distribution of LLINs, SBCC and surveillance
  • Ensures technical rigor of approaches and activities in line with global, regional, and country-specific best practices
  • Develops and adapts technical strategies, approaches, and activities to achieve objectives, and applies and contextualizes global best practices and learning to the Cote d ’Ivorian setting
  • In collaboration with MEL director, monitors program results and is responsible for ensuring that the project provides high quality services, meets its annual targets, and maximizes positive outcomes
  • Ensures coordination and collaboration with President’s Malaria Initiative, Ministry of Health, and other USAID implementing partners and cross-sector programs, as appropriate
  • Represents Chemonics in national level technical working groups, committees, etc.
  • Ensures the timely and quality completion of all program technical deliverables and reports in accordance with USAID guidelines
  • Oversees and coordinates activities of regionally dispersed staff; directly supervises technical leads

Qualifications:

  • MD, DVM, or MPH/PhD, with strong background in malaria epidemiology
  • Minimum of 10 years implementing malaria programs internationally, preferably in Africa
  • Experience working in subnational malaria elimination with in-depth knowledge of and experience in United States Government and President’s Malaria Initiative (PMI) rules and regulations preferred
  • Demonstrated leadership, versatility, and integrity
  • Excellent oral and written French and English communication skills
