Chemonics International seeks experienced professionals for the USAID-funded Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.

Position: Senior Procurement Advisor

The Sr. Procurement Advisor will work under the technical supervision of the contract management director of EPSA. The primary responsibility of the advisor will be to provide technical assistance to improve and strengthen the contract management activities of EPSA.

Specific Responsibilities:

  • Support EPSA on annual work plan development.
  • Support EPSA in the implementation of appropriate contract management policies and procedure that ensures effective, efficient contract management processes.
  • Support EPSA to design contract management tracking system that shows shipment status and provide regular report to effectively monitor the performance of local and international Contract Managements.
  • Support EPSA on the development of strategic procurement activities.
  • Support EPSA on establishing supplier qualification scheme.
  • Provide technical assistance and advice on the overall post supplier qualification process that may include developing criteria for supplier performance evaluation.
  • Follow-up the performance of the suppliers and provide improvement plans to ensure quality of work that fulfills EPSA expectation.
  • Support strengthening multi-disciplinary supply chain coordination TWGs for HIV, RH/FP, Malaria, and other health commodities to ensure procurement function is coordinated with other functions for continuous available of required products.
  • Develop coaching, mentoring and skill transfer programs to build EPSA tender and contract management staff capacity.
  • Support EPSA in the implementation of framework agreements for the procurement of health commodities.
  • Maintain a good knowledge and understanding of all office rules and procedures as set forth in the project and EPSA policy manual.
  • Exhibit Chemonics values and build culture of “Living our Values” within the team, understand and adhere to established policies and procedures and promote them throughout GHSC-PSM staff.
  • Carry out additional responsibilities and other duties assigned from time to time by EPSA contract management director and GHSC-PSM procurement director or the designee.

Supervision

  • The Sr. procurement advisor will technically report to contract management director of EPSA and will administratively report to GHSC-PSM Ethiopia field office procurement and custom clearance director.

Background

 The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management (GHSC-PSM) is to ensure uninterrupted supply of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI) and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

 At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global and local collaboration to improve availability of health commodities

Job Requirements

Job Qualifications

  • Advanced degree in supply chain management, procurement, pharmacy, business administration, public health, medical laboratory technology, and another related field.
  • Minimum of seven years of experience and at least three years in procurement and/or contract management of health commodities, pharmaceuticals and laboratory reagents, consumables and supplies for HIV, TB and other health commodities.
  • Demonstrated ability to build and maintain working relationships, particularly interacting productively, proactively, and comfortably with government agencies. Experience in EPSA system is a plus.
  • Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints.
  • Skilled in actively working in high-performing teams and independently deliver expected result
  • Self-motivated, interest and experience in managing and supervising technical staff
  • Excellent writing and presentation skills in Amharic and English.
  • Demonstrated leadership, versatility, and integrity
