Overview of position

International Organization for Migration (IOM) – the UN Migration Agency – is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM, together with the international community, assists the population of Somalia in rebuilding their lives and working for a better future. Across Somalia, IOM is working with a wide range of governmental and non-governmental partners in a wide range of migration-related areas, including, amongst others, the protection of vulnerable migrants; border management; assisted voluntary return; diaspora; technical assistance on migration management; disaster risk reduction and recovery.

The Nabadaynta programme is funded by FCDO and the EU and is currently active in Baidoa and Xudur (South West State) and Kismayo and Doolow (Jubaland). Nabadaynta works with security and justice providers, and the people they serve, to help in creating a safer, stronger, Somalia together. The Programme recognises the critical role that improved safety, security, and access to justice has in establishing the foundations to lasting peace and political settlements. Nabadaynta is designed to enable Somalis to identify local security and justice challenges they face, and to develop joint solutions with Government and citizens that lead to practical changes in their experience of security and justice. Nabadaynta develops partnerships among a diverse range of authorities and community groups. The Programme engages with existing mechanisms, such as Community Action Forums, Police Advisory Committees, Elders’ Councils, youth groups, and Peace Committees, whilst also working to strengthen the inclusion and capacity of these bodies. Importantly, the Programme ensures the inclusion of marginalised and vulnerable individuals who are often excluded from participation in decision making that affects them.

Role objectives

  • Support the implementation and monitoring of program activities at project locations, according to the project requirements, including the establishment and holding of regular coordination mechanisms (such as Townhalls and cluster meetings), and community safety and security activities.
  • In close coordination with the Area Coordinator, contribute to maintain and expand existing partnerships within local communities and formal and informal security and justice actors
  • Bring local knowledge and context analysis to support coordination and delivery of programme activities.
  • Support strategic partnerships between IOM, Embedded Advisors, service providers, FMS and District Leadership, including security and justice providers, and communities in relevant districts.
  • Assist to identify opportunities for collaboration with other security and justice programmes active in the FMS.
  • In close coordination with the Area Coordinator, contribute weekly written updates on the political and security situation in the project locations and Federal Member States as well as on progress of programme activities.
  • Support the identification of local partners and service providers, closely liaise and monitoring of their activities.
  • Assist to identify and communicate potential risks and mitigation measures, ensuring they are adequately captured in the programme’s risk register.
  • Share knowledge on how the program can adapt its approach based on insights from the field, experience and/or interactions with stakeholders.
  • Support the Area Coordinator in managing and overseeing day-to-day smooth implementation of all Nabadaynta activities.
  • Contribute to identify new project opportunities for Nabadaynta Programme and draft activity concept notes, proposals, provide recommendations on new activities and budgets in close coordination with the Area Coordinator.
  • Regularly collect data and report on the programme successes and on the indicators specified in the Results Framework in close coordination with the M&E team.
  • Perform any other duties as assigned.

Project reporting

  • Under the overall supervision of the Nabadaynta Programme Manager and direct supervision of the relevant Area Coordinator, the successful candidate will be accountable and responsible for supporting the implementation of programme activities at project locations, monitoring, reporting and overall compliance with program requirements.

Key competencies

Education

  • University degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, Communications with a minimum of four or a related field from an accredited academic institution with four years of relevant experience, or
  • High School Diploma Certificate with at least six years of relevant working experience.

Experience

  • Experience in working within government institutions and communities at relevant FMS level, particularly Security and Justice institutions.
  • Experience in working with local communities on access to security and/or justice programming
  • Ability to work under pressure, analyzing large amounts of information and supporting crucial decision making.
  • Knowledge of the relevant FMS context or similar experiences would be recommended.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage

Skills

  • Strong interpersonal skills and the ability to initiate discussions at government level about community security issues.
  • Team building skills and proven ability to work with diverse groups including dialogue facilitation.
  • Excellent management and communication skills.
  • Sound judgement, maturity, flexibility, and adaptability, cultural sensitivity.
  • Proficient with Microsoft Office Suite or related software.
