Context:

Libya remains a key destination and transit country along the central Mediterranean route for migrants seeking to reach Europe. Migrants, refugees and internally displaced persons (IDPs) in Libya are highly vulnerable to violence, exploitation and abuse with limited access to critical lifesaving support, such as health services, food, shelter and protection assistance The complex political context, characterized by ongoing tensions and security challenges, creates an environment of insecurity, violence, and human rights abuses against migrants. The situation is especially dire for children in these mixed migration flows, as they have limited access to education and their caregivers often lack documentation, face unemployment, and are at risk of arbitrary detention, trafficking, or forced family separations due to their irregular entry into Libya. Social isolation further hinders their access to essential protection services. IOM established its operations in Libya in 2006. Throughout the country, IOM provides a comprehensive response to the needs of migrants in vulnerable situations. In this context, IOM is committed to ensuring quality and responsive programming in line with the evolving needs of affected populations and communities and enforce the Organization’s zero tolerance against sexual exploitation, abuse and other misconduct.

Under the overall supervision of the Senior Programme Coordinator, the direct supervision of the Protection Officer (Policy and Capacity Development), and in close coordination with other relevant units, the incumbent will support the implementation and monitoring of IOM Libya Accountability to Affected Population (AAP) activities within the Protection Division (PXD). The incumbent will be based in Tripoli with travels to other areas of responsibility throughout the country.

Core Functions / Responsibilities:

  1. Support the planning, coordination, and monitoring of AAP activities in collaboration with relevant colleagues.
  2. Supervise third party contractors (CTG) and IOM Protection Assistants, including assigning tasks, planning activities, and monitoring performance.
  3. Assist with needs assessment, monitoring, and evaluation processesin coordination with relevant colleagues and partners.
  4. Support the implementation and monitoring of feedback and complaint mechanisms within IOM operations and assist in analyzing collected inputs to help identify trends and priority issues.
  5. Promote two-way communication with migrants, refugees as well as community members, providing information on IOM activities and engagements.
  6. Assist with AAP training activities for staff and partners.
  7. Coordinate initiatives and activities with PSEA focal points, gender, communication, outreach and other relevant colleagues as well as partners.
  8. Document context-specific AAP good practices, and contribute to project proposals, reports, studies, PowerPoint presentations, and other documents as required.
  9. Support administrative, financial, logistics and operational matters linked to the AAP activities.
  10. Support the implementation and monitoring of AAP activities, assisting in tracking progress and documenting operational information.
  11. Maintain organized and accurate records of all reports and data in accordance with IOM’s data protection principles.
  12. Assist with informal translations of documents between English and Arabic as needed.
  13. Perform other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree from an accredited academic institution in Political or Social Sciences, Development Studies, Human Rights, Communication, International Relations or Law, or relevant field; with four years’ experience; or,
  • High school diploma with six years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience supporting migration, and/or protection activities.
  • Experience contributing to AAP initiatives
  • Computer literacy and skills with specific proficiency in Microsoft applications.
  • Reliable, efficient, high level of professionalism, organizational skills and ability to work under pressure and adhere to strict deadlines.
  • Good analytical skills, with keen eye for detail and accuracy.

Languages

Fluency in Arabic, English is required. Working knowledge of French is an advantage
