BACKGROUND

In Darfur, Sudan, the IRC delivers life-saving humanitarian assistance and protection services to conflict-affected populations experiencing acute displacement, gender-based violence (GBV), and severe psychosocial distress. The Senior Case Management & MHPSS Manager will play a critical leadership role in designing, managing, and scaling integrated case management and mental health and psychosocial support (MHPSS) programming across IRC’s Darfur operations.
JOB OVERVIEW / SUMMARY
The Senior Case Management & MHPSS Manager is responsible for the strategic oversight, technical quality, and operational management of IRC’s case management and MHPSS services in Darfur. This includes direct supervision of case management and MHPSS staff, coordination with internal and external partners, and ensuring survivor-centered, evidence-based service delivery for GBV survivors and other at-risk populations. The role requires strong technical expertise, leadership capacity, and the ability to operate effectively in a complex, fast-paced emergency context.
KEY RESPONSIBILITIES
1. Program Design, Management & Quality Assurance
- Lead the design, implementation, and monitoring of integrated case management and MHPSS services, ensuring alignment with international standards (IASC MHPSS Guidelines, GBV Case Management Guidelines, SPHERE).
- Develop and regularly update case management SOPs, MHPSS protocols, referral pathways, and service mapping tools.
- Ensure survivor-centered, trauma-informed, and gender-responsive approaches are consistently applied across all programming.
- Conduct regular field monitoring visits to IRC program sites and partner organizations to assess service quality and adherence to standards.
- Lead periodic program reviews and adapt approaches in response to evolving humanitarian needs and contextual changes in Darfur.
2. Technical Supervision & Capacity Building
- Directly supervise a team of response officers, caseworkers and WGSS psychosocial support facilitators providing regular coaching, mentoring, and performance management.
- Design and facilitate technical training curricula for case management and MHPSS staff, including on GBV case management, psychological first aid (PFA), structured psychosocial support, and safe identification and referral.
- Support the professional development of national staff, with a focus on building local technical leadership capacity.
- Ensure caseloads are managed safely and ethically, and that case files are maintained in line with IRC data protection standards.
3. Mental Health & Psychosocial Support (MHPSS)
- Oversee delivery of layered MHPSS services consistent with the IASC MHPSS Intervention Pyramid, including community-based psychosocial activities, structured group-based interventions, and individual counseling.
- Ensure integration of MHPSS with case management for GBV survivors and other vulnerable individuals.
- Promote community engagement approaches that address stigma, strengthen social support systems, and build community resilience.
- Coordinate with IRC’s Health team on clinical mental health referral pathways and integration of MHPSS within primary health care settings where applicable.
4. Data Management, Monitoring & Evaluation
- Oversee the collection, management, and analysis of case management and MHPSS program data, ensuring confidentiality and compliance with IRC’s data protection protocols.
- Contribute to the development and review of program indicators, tools, and M&E frameworks.
- Prepare high-quality program reports (internal and donor-facing), including situation reports, monthly program reports, and donor narrative reports.
- Ensure program activities are captured accurately in IRC’s GBVIMS and other data management systems.
5. Coordination & Representation
- Represent IRC in relevant coordination forums including the GBV Sub-Cluster, MHPSS Working Group, Child Protection Sub-Cluster, and other relevant sector/cluster coordination bodies.
- Coordinate closely with IRC’s Health, and Economic Recovery programs to ensure integrated, holistic service delivery.
- Build and maintain productive relationships with local authorities, community leaders, UN agencies, INGOs, and NNGOs for referral and partnership.
- Participate actively in joint assessments, inter-agency rapid needs assessments, and resource mapping exercises.
6. Staff Care & Organizational Support
- Promote a culture of staff well-being and support within the case management and MHPSS teams.
- Ensure mechanisms are in place for staff debriefing, peer support, and access to professional psychological support as needed.
- Model ethical, transparent, and accountable management practices in line with IRC’s values and the IRC Way.
MINIMUM QUALIFICATIONS
Education
- Master’s degree in Social Work, Psychology, Counseling, Public Health, or a related field.
- A Bachelor’s degree in the same or related fields will be accepted where accompanied by substantial relevant professional experience.
- Relevant professional certifications in trauma-informed care, GBV case management, or MHPSS are an advantage.
Work Experience
- Minimum 5 years of progressively responsible experience in case management and/or MHPSS programming in humanitarian or development contexts, with at least 2 years in a managerial or senior technical role.
- Demonstrated experience working in conflict-affected or fragile settings
- Proven track record in GBV programming, survivor-centered case management, and/or structured MHPSS interventions.
- Experience supervising, training, and building the capacity of multi-disciplinary teams.
Technical Skills & Knowledge
- Strong knowledge of international GBV case management standards, IASC MHPSS Guidelines, SPHERE standards, and the Inter-Agency Child Protection Minimum Standards.
- Solid understanding of trauma-informed, survivor-centered, and gender-responsive programming approaches.
- Familiarity with GBVIMS data management system.
- Proficiency in program monitoring, data analysis, and donor reporting.
- Experience using structured psychosocial support tools is a strong advantage.
Languages
- Fluency in English (written and oral) is required.
- Proficiency in Arabic is required.
PREFERRED QUALIFICATIONS
- Prior experience working in Sudan or the broader Sahel/East Africa region.
- Experience working with the IRC or other large INGOs in a senior technical role.
- Demonstrated experience in remote management of field teams in insecure or access-constrained contexts.
- Familiarity with Sudanese cultural context, displacement dynamics, and humanitarian coordination architecture.

WORKING ENVIRONMENT
The position is based in Darfur, Sudan, in a challenging humanitarian environment with significant security restrictions and limited amenities. The role will require regular travel to IRC field sites across Darfur, including remote and insecure locations. Living conditions may be basic. The IRC provides housing, security briefings, and comprehensive support to international staff. This position is an unaccompanied post.
