Context:

Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, human trafficking and other exploitative practices along the route are heavily affecting migrants during their migratory journey along the routes of the Central Mediterranean.

To meet these challenges IOM, with support from the United Kingdom Department for International Development (DFID) and the European Union (EU), has developed targeted interventions in 13 countries in West and Central Africa (Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Ghana, Guinea, Guinea Bissau, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help in improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, provision of direct assistance through search and rescue support, identification, referral and direct assistance to vulnerable migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants,

potential migrants and communities, and the collection of data on migration flows. The aim is to strengthen the technical and material capacities of authorities and organizations involved in these areas so that they can ultimately take over the policies and programmes related to the protection and reintegration of migrants developed and/or strengthened in the region, with a view to improving the governance of migration in the region.

Under the direct supervision of the Regional Director for West and Central Africa, and in close coordination with relevant thematic specialists and units at Headquarters (HQ) and the Regional Office (RO) for West and Central Africa, as well as the Head of Policy and Programme in RO Brussels and the Senior Coordinator in London, the successful candidate will be responsible for the overall oversight and coordination of the EUTF-funded Programme for Protection and Reintegration of Migrants in West and Central Africa as well as the DFID-funded Safety, Support and Solutions in the Central Mediterranean Route (SSS-CMR) Programme. In addition, s/he will be directly responsible for the management of the two regional DFID and EUTF projects. S/he will also be responsible for all policy and liaison functions towards relevant IOM Offices and Donors in Europe, in coordination with RO Brussels and IOM London.

Core Functions / Responsibilities:

Management Functions

  1. Ensure the overall oversight of the West and Central Africa DFID and EUTF programme in consultation with London and Brussels offices.
  2. Manage the regional EUTF and DFID projects and ensure timely implementation of all the regional activities.
  3. Exercise all technical, operational, financial and administrative management responsibility for DFID and EUTF regional projects in line with IOM’s policies and procedures, as well as donor requirements.
  4. Ensure overall supervision to the DFID and EUTF regional staff. Establish internal processes within the regional units in order to ensure compliance with programmatic objectives.
  5. Participate in the development and implementation of short/medium to long-term management objectives and strategic policy goals.
  6. Oversee the preparation of periodic reports and ensure proper information exchange on all operational aspects of the project between IOM, the programme’s donors and other stakeholders.
  7. Assess, develop and update the overall direction, strategy and operating parameters of the DFID and EUTF programmes, identify synergies and build linkages with other IOM programmes in the Region and services in the regional office (RO) and Headquarters (HQs).
  8. Provide consistent review and competent advice to the Regional Director on the overall progress and performance of the programme and of the regionally managed projects.
  9. Establish and maintain strong partnerships with Government entities, implementing partners, UN agencies, donors and other project stakeholders at the regional level and advise countries on the establishment of partnerships at country level.
  10. Identify and ensure development of new project/programme opportunities and activities at the regional level in relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and strategy.

Policy and Liaison Functions

  1. Lead relationships with international, governmental and non-governmental partners at the regional level, and advise IOM Country Offices on partners’ and donor priorities, preferences and regional synergies in the field of migration.
  2. Highlight migration policy issues in the region relevant to EUTF and DFID programming and advise Country Offices on relevant national and regional trends, policies and legislative frameworks in close collaboration with the Regional Thematic Specialists (RTS).
  3. Ensure appropriate coordination and information sharing related to the EUTF and DFID programme within the region and between the region and relevant Departments at HQs and other IOM Missions.
  4. Provide inputs on behalf of the WAC region to orient IOM liaison strategy with the European Commission (DEVCO and DG HOME), and DFID. In coordination with IOM London and Brussels, supervise the preparation of programmatic or policy papers and institutional statements.
  5. Ensure the realization of specific liaison efforts focused on influencing European political decision-makers in order to address needs and priorities of the WAC region.
  6. Supervise that timely briefing and recommendations is provided to the Regional Director for West and Central Africa, as well as to IOM Coordination Cells in Brussels and London.
  7. Undertake frequent duty travel to countries in WAC as well as to Brussels and London in order to meet and liaise with donors and stakeholders
  8. Represent IOM at relevant seminars, workshops and meetings, as well as other events aimed at promoting IOM’s image and activities.

Programme & Resources Mobilization

  1. Provide inputs to regional strategic planning exercises and provide support for country level strategic planning and resource mobilization vis à vis EU and DFID, as required and in collaboration with the RTSs, IOM London and Brussels.
  2. Lead RO Dakar support to IOM Missions in developing and preparing project proposals in compliance with the requirements of IOM and the EUTF and DFID (templates, procedures etc.).
  3. Coordinate revision and endorsement of countries’ donor reports to DFID and the EU in coordination with relevant RTS and according to the procedures specified in the IOM Project Handbook.
  4. Ensure that IOM Missions receive remote and on-site technical and support by the regional coordination unit in different thematic areas (protection, reintegration, psychosocial support, communication, awareness raising, M&E and resource management).
  5. Ensure that programmatic and resource-related needs of WAC missions are timely communicated to London, Brussels and HQ for relevant programmatic development.
  6. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with ten

years of relevant professional experience; or

• University degree in the above fields with twelve years of relevant professional experience.

Experience

• Previous work experience related to migration in West and Central African Region is required;

• Minimum 7 years of experience in project development and management, in particular on Migrant Assistance and Protection and Return/Reintegration project with a Government or UN agency, or a regional or international organization;

• Previous experience in managing EU and DFID funding necessary;

• Minimum 7 years of experience in liaison with governments and diplomatic authorities as well as international institutions;

• Minimum 7 years of experience in resources and staff management;

• Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities;

• Excellent written and verbal communication;

• Familiarity with budget/financial administration; proven resource management skills;

• Proven outstanding negotiating, leadership and facilitation skills;

• Solid knowledge of IOM’s institutional settings;

• Solid knowledge of European donors, in particular the EU and DFID.

Languages

Fluency in English and French is required.
