Background

  • Over the past 12 years, the Federal Government of Somalia (FGS) has focused on laying down the groundwork for state formation, reform & rebuilding the country. Much has been achieved. The government has developed legal frameworks, governance structures, public financial management processes, formalised Somalia’s presence in the international community, strengthened relations with neighbouring countries, restructured key institutions, established reconciliation forums for dialogue, developed the path for political reform & put in place the architecture for linking international support to our country priorities.
  • The country is in a historic & momentous period where there is progress on several fronts: The government has recovered more than 75 villages & districts from Alshabab in partnership with the local communities & some of the international partners. Eradicating extremism & deepening peace & stability are the main priorities for the government. The government, community leaders & Federal Member States (FMS) have shown commitment to liberate the country from Alshabaab a& work towards reconciliation, stabilisation & recovery, a progress that is moving fast & generating hope for the short time to come.
  • Somalia have recently graduated from the HIPC process, armed embargo lifted & succeeded to join the East Africa community, these achievements offer the opportunity to undergo a further transformative socio economic shift, this accompanied with the ongoing improvement in security & liberating new areas from Alshabaab the government & it is partners are required to deliver basic services for it is citizens so that needs are responded to but also to enhance the government legitimacy.

Purpose & scope of assignment

  • The consultant will report to the Project Manager to assess progress made against the established tasks.
  • Providing services to Somali citizens will enable the government to secure recovered areas & enhance political stability, therefore the purpose of this function includes strengthening coordination of all pillars through developing services based policies.
  • The Office of the Prime Minister (OPM) assists the Prime Minister to fulfil his national & international duties & responsibilities according to the provisional constitution & with utmost efficiency.
  • Accordingly, the Prime Minister (PM) has identified the need for establishing a Senior Social Sector Development & Services Delivery Adviser to assist the PM in leading the social sector development & services delivery, this function will strengthen the FGS’s capacity to coordinate & implement service delivery oriented programs & policies in the country.

Role objectives

Social sector development includes most goals directly affecting the provision of the basic social services to the population. Somalia is in its recovery trajectory transitioning from a total government monopolisation of service delivery during the military government before 1991 to a private sector dominated delivery of social services, this needs a careful balancing between the public & the private spheres. Hence, basic service provision is political. The social development pillar is the government arm at the political office ‘OPM’ that tries to strike a balance between all contradictions & contestations & ensure the ordinary citizens get the constitutionally enshrined rights basic service deliver. It is an essential part of establishing the social contract between the Somali government & its citizens & make it central to the state building & peace building process. In fulfilling its duties & responsibilities, the Social Sector Development & Services Delivery Advisor will:

  • Function as an expert on social sector pillar & advises the Prime Minister in leading & coordinating policy formulation & implementation of key cabinet decisions.
  • Advise the Prime Minister on the social sector needs & strategic areas of focus.
  • Engages different political & security structures to facilitate service delivery.
  • Work with the relevant government bodies & people on materialising the national development policies as well as the international development goals.
  • Support translating the vision of the Prime Minister into workable strategies, policies & actions.
  • Provide technical leadership to the social sector on policy coherence & implementation synergies across federal line ministries responsible for advancing the social development agenda.
  • Advise the OPM’s office in understanding the required reforms that can contribute to social development & produce policy briefs for the country’s top leadership.
  • Support the application of problem driven iteration learning approaches to policy reform & building state capacity across social development related line ministers.
  • Facilitate the creation of policy reform teams comprising government officials & development partners & facilitate their process to formulate problem driven localised workable reform that is coherent with local conditions & capacities, deliver quick wins & build state capacity across line ministries responsible for the social development.
  • Ensures the federal government line ministries & regional member states positively contribute to the ownership of social development related policies & strategies.
  • Reinforces planning, coordination & mobilisation of the necessary resources in ensuring enhanced social sector services, particularly good governance & community engagement.
  • Provides technical guidance, strategic advice & programmatic direction during social development implementation to promote governance, policy, planning & leadership of the OPM of the social development agenda.

Project reporting

  • The consultant will report to the Project Manager & will be responsible for preparing quarterly progress reports for assessing the social sector development.

Key competencies

  • Master’s degree in public management, public policy, development studies, development economics, or related fields, or an equivalent combination of relevant experience & / or education with a minimum of 7 years of relevant experience in public management & / or public policy reform in a fragile context or with comparable field level experience in a complex, post conflict & crisis environment.
  • Acquaintance to problem driven iteration approaches to policy reform and building state capacity is desirable.
  • Extensive experience in social policy reform is a must & specifically on social development is desirable.
  • Ability to work closely with other organisations, senior government officials & other long term & short term advisors, consultants & civil servants.
  • Ability to facilitate practical training & senior executive learning events is definitively an advantage.
  • Demonstrated high level of competency with computer packages such as Microsoft Office including Outlook & simple databases.
  • Proficiency in English & Somali is a must.
  • Working knowledge of other languages is desirable.
