Chemonics seeks a senior supply chain specialist for the Global Health and Supply Chain Program – Procurement and Supply Management project (GHSC-PSM) based in Conakry, Guinea. The senior supply chain specialist will provide technical assistance and strengthen the capacity of the Ministry of Health for optimal management of the supply chain system based on an updated logistics guide and the use of data for decision making. S/he will facilitate the coordination of logistics operations related to the receipt, storage, and distribution of health products among the C19 RM sub-recipients including ANSS (which oversees the management of all COVID-19 activities, PCG-SA (in charge of procurement, storage, and distribution of health products), and the Institut Nationale de Santé Publique (INSP) (in charge of all COVID 19 testing needs). The position will support the implementation of the COVID-19 Global Fund C19RM TA grant, which mandates collaboration with UAGCP (Unité d’Appui à la Gestion et à la Coordination des Programmes), which manages the grant, to help fill a gap in supply chain and logistics management given the large share of the C19RM budget on the supply line (73% is for the supply of health products). The senior supply chain specialist will serve as the in-country expert who will coordinate the implementation of the C19 action plan on supply chain issues in an agile manner so as to facilitate the adaptation of implementation strategies to the changing realities faced by COVID-19 stakeholders. Responsibilities include:

  • Technical Assistance on the COVID-19 supply chain and for the continuity of services
    • Support the UAGCP in the implementation of the strategy to ensure the continuity of health services in the context of the fight against covid-19
    • Ensure the follow-up and the liaison between the UAGCP, the ANSS, the INSP and the PCG within the framework of the implementation of the action plan of fight against covid-19 relating to the management of the supply chain
    • Conduct reflections on the adjustment of the strategy to increase the relevance and effectiveness of interventions
    • Participate in the governance and coordination meetings of the continuity of health services and covid-19 control activities
    • Identify technical assistance needs in terms of logistics that can contribute to strengthening the continuity of health services
    • Accompany the ANSS in the implementation of activities financed by GHSC-PSM
    • Provide technical assistance for the revision of supply forecasts as well as supply planning for commodities used to control covid-19 and those acquired as part of the continuity of health services
    • Assist the UAGCP, ANSS, and other relevant MOH entities in monitoring the national pipeline for covid-19 control commodities and those procured as part of the continuity of health services
    • Draw stakeholders’ attention to supply-related risks and propose appropriate mitigation plans
  • Storage and Distribution
    • Provide high level technical assistance to the ANSS logistics unit
    • Provide technical assistance in the preparation of distribution plans
    • Participate in WG-GAS COVID-19 meetings
    • Participate in pre and post distribution coordination meetings
    • Provide oversight and technical advice to develop and implement modalities for tracking the availability and movement of health products through the Guinea supply chain
  • Logistics Information System
    • Collaborate with the GHSC-PSM Senior MIS Advisor to implement actions to improve and automate the emergency logistics information system
    • Lead the technical assistance for the update of the emergency logistics procedure manual
    • Provide technical assistance to UAGCP, ANSS, INSP, PCG and other stakeholders in the use of logistics data for the fight against covid-19
    • Conduct the necessary analyses to produce relevant statistics on the use of products by beneficiary structures
  • Project Planning, Reporting and Communication
    • Regularly inform the GHSC-PSM Country Director of progress/results achieved in the work plans related to the fight against covid-19
    • Develop project work plans with the local team and USAID
    • Draft activity reports and other written materials as input to GHSC-PSM periodic reports or publications as defined or requested
    • Ensure supervision of central and regional COVAX consultants

Qualifications:

  • Advanced degree in public health, pharmacy, supply chain, logistics or related field, or a bachelor’s degree in the same fields plus an additional five years of work experience beyond the eight years required below
  • Minimum of eight years of experience providing technical advice and oversight in one or more of the following supply chain management areas: supply quantification and planning, procurement and logistics, and/or systems strengthening.
  • Ability to create efficiencies and lead the implementation of large, complex public health programs, preferably with experience in medical procurement, logistics or supply chain management
  • Demonstrated ability to manage and implement a complex public health project funded by USAID, GF, within an international or non-governmental organization (NGO) in a developing country context.
  • Demonstrated ability to work collaboratively with host country officials, donors and other key stakeholders
  • Demonstrated leadership, versatility, flexibility and integrity
  • Advanced written and oral communication skills are required in French and desirable in English
