What we are looking for:

An experienced Shelter and Settlements Project Manager to oversee the implementation of Shelter Programmes in East Area office. The Shelter Project Manager will oversee and manage the implementation of several interventions including, household level rehabilitation, infrastructure projects, Renewable Energy projects for house units either infrastructure, as well as provision of core relief items and emergency assistance in the form of NFI’s (Non-food items).

What you will do:

  • Responsible for managing, training, and developing the shelter teams in East Areas Offices including (Benghazi, Sabha and Shahat)
  • Develop, coordinate, and manage shelter projects in East Areas office in line with proposals, strategies, and donor requirements
  • Ensure high technical quality and transparent processes for construction management and for the distribution of NFI’s assistance
  • Develop, review and quality control of technical documents such as BoQ’s, designs, specifications, contracts, and standard operational procedures
  • Representation in internal and external forums on behalf of NRC Libya shelter programme
  • Carry out assessments looking at new programmatic areas and geographical areas for the implementation of shelter activities
  • Lead on and comply with HR regulations for recruitment of Shelter staff under the assigned area of responsibility of the CC, as well as per Country office and projects design.
  • Coordinate closely and support Partnership and Capacity Building Team in organizing Training sessions and external collaboration.
  • Responsible for Shelter East office Budget as Budget Holder (establish, update and report)
  • Discuss and report to Head of Program on Shelter program when requested.

What you will bring:

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context.
  • Experience from working in complex and volatile contexts
  • Technical expertise in Shelter programming
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal.
  • Knowledge of the context in Libya
  • Knowledge of Arabic is mandatory.
  • Experience in managing housing and infrastructure projects
  • Experience in emergency response program
  • Experience in construction contracts management and administration
  • Knowledge in cash programming; desired
  • Have an overall understanding of the context and follow any developments that might trigger displacements

What we offer:

  • Duty station: Benghazi, Libya
  • Contract: 12 months
  • Travel: 40%.
