Chemonics International seeks experienced professionals for the USAID-funded Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.

The project is currently seeking two qualified Short-Term Center of Excellence (COE) advisors for warehouse and inventory management for EPSA to be based at EPSA head office. The advisors are responsible for providing technical support for the implementation of the COE at EPSA warehouses. The overall objective of the CoE implementation model is to ensure improved warehouse operation and inventory management, improved product availability at all levels of the branch catchment, and ultimately, to enhance customer satisfaction. The short-term consultants will coordinate the implementation of COE supply chain maturity model at EPSA warehouses to facilitate continuous improvement practice and to optimize the warehouse and inventory management operations so as to ensure continuous product availability. The Global Health Supply Chain – Procurement and Supply Management Ethiopia

Background

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI) and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global and local collaboration to improve the availability of health commodities

Purpose

The short-term Center of Excellence (COE) advisors for warehouse and inventory management are responsible for providing technical support for the implementation of the COE at EPSA warehouses. The overall objective of the CoE implementation model is to ensure improved warehouse operation and inventory management, improved product availability at all levels of the branch catchment, and ultimately, to enhance customer satisfaction. The short-term consultants will coordinate the implementation of COE supply chain maturity model at EPSA warehouses to facilitate continuous improvement practice and to optimize the warehouse and inventory management operations so as to ensure continuous product availability.

Principal Duties and Responsibilities

  •  Support EPSA on the overall implementation and expansion of the CoE model for warehouse and inventory management at EPSA hubs and warehouses
  • Support the implementation of COE supply chain maturity model at EPSA warehouses to facilitate continuous improvement practice and culture within the warehouse. She/He will assess the implementation of COE maturity model to identify and develop intervention plans.
  • Support EPSA to optimize the warehouse operation and inventory management operation activities (Receiving, put away, picking, dispatch, perpetual inventory, and inventory analysis) to ensure continuous product availability and enhance customer satisfaction.
  • Enforce the implementation and institutionalization of the COE maturity model designed to facilitate continuous improvement practice and culture within the warehouse.
  • Support EPSA to ensure efficient warehouse operation through optimizing infrastructure and ensuring continuous preventive and curative maintenance of Material Handling Equipment (MHE).
  • Support EPSA to conduct capacity-building and sensitization on the implementation of COE activities at EPSA warehouses to discuss the challenges, achievements and sensitization on the CoE implementation.
  • Support EPSA to create a sustainable warehouse operation process by developing and implementing standardized warehouse operation processes and build staff capacity.
  • Support to revise and fully implement warehouse operation and inventory management SOPs as per the ISO 9001:2015 requirements
  • Support EPSA to define health commodity storage methods (fixed and fluid location system) based on stock turnover trends in which fast-moving items are placed near dispatching areas.
  • Support the improvement of inventory management systems by implementing a perpetual inventory counting system, maintaining continual replenishment, and conducting inventory analysis.
  • Support the maintenance of physical integrity of health commodities during warehousing.
  • Support EPSA on the implementation of a monitoring and evaluation (M&E) framework at the warehouse and inventory management
  • Provide intensive support and follow-up on the COE implementation through defined performance measurement metrics indicated in the M&E framework
  • Compile regular reports to present progress and objectives achieved in the COE plan of action.
  • Document and share success stories, lessons and best practices on COE implementation
  • Timely share status reports
  • Maintain a good knowledge and understanding of all office rules and procedures as set forth in the project policy manual.
  • Exhibit Chemonics values and build a culture of “Living our Values” within the team
  • Perform other duties as assigned.

Supervision

The short-term COE advisors for warehouse and inventory management will technically report to Warehouse and Operation Director of EPSA and administratively report to the Supply Chain Operations Director of GHSC-PSM.

Job Requirements

Qualifications:

  • Advanced degree in pharmacy, supply chain or related fields; advanced degree preferred.
  • Minimum of seven (7) years of relevant experience in Center of Excellence (COE) implementation at EPSA warehouse and inventory management, health supply chain system strengthening or related field; USAID experience preferred.
  • Significant experience in system strengthening of the Ethiopian public health supply chain management, with experience related to EPSA warehouse and inventory management operation.
  • Proven experience in providing technical assistance to public health supply chain strengthening activities.
  • Demonstrated ability to work with partners in implementing complex programs.
  • Skilled in actively working in high-performing teams and independently deliver expected result
  • Excellent interpersonal and communications skills.
  • Fluency in English required.
  • Has certificate of competition in warehouse management, inventory management, Logistics management
  • Demonstrated leadership, versatility, and integrity
