Chemonics International seeks experienced professionals for the USAID-funded Global Health Supply Chain-Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.

The project is currently seeking a qualified Short-term procurement advisor on HIV and TB drugs for EPSA who will provide technical assistance to improve contract management policies and procedures for the procurement of HIV and TB drugs and support the contract management unit on shipment follow up through adhering to the standard policies and supplier performance evaluation. The advisor will also support EPSA to review the existing procurement practice of HIV and TB drugs to diagnose critical barriers and to develop interventions in line with procurement maturity level.  Please see the qualification requirements below and the SOW for details information.:

The Global Health Supply Chain – Procurement and Supply Management Ethiopia

Background

The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management (GHSC-PSM) is to ensure uninterrupted supply of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI) and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global and local collaboration to improve availability of health commodities

GHSC-PSM is currently seeking a qualified procurement advisor on HIV and TB drugs for EPSA. The advisor will work under the technical supervision of contract management director for EPSA.

Purpose

The procurement advisor for HIV and TB for EPSA will work under the technical supervision of the contract management director of EPSA. The primary responsibility of the advisor to provide technical assistance to contract management policies, procedures of HIV and TB drugs and support the contract management unit on shipment follow up through adhering to the standard policies and supplier performance evaluation. He will also support EPSA to review the existing procurement practice of HIV and TB drugs to diagnose critical barriers and to develop interventions in line with procurement maturity level.

 Specific Responsibilities:

  • Review the contract of the HIV and TB commodities
  • Identify issues with HIV and TB program commodity procurements (e.g., delays in honoring the contract, fragmentation of delivery, quality related issues)
  • Develop a tool to measure the supplier performance compared to the signed agreement and quotation offered
  • Evaluate the Rapid HIV test kits (RTK) framework of contract, identify gaps and take mitigation actions
  • Daft tender documents as a framework which is used for tendering of RTK for more than one year for contacting for the newly developed algorithm
  • Work on establishing pre- qualification of suppliers for HIV and TB products
  • Conduct a desk review of existing procurement assessments and rapid diagnosis of critical gaps and barriers (structural, process/procedural, tools used, contract management) in EPSA’s procurement system and
  • Develop a short-term, medium and long-term action plan in line with procurement maturity level for baseline assessment to devise intervention to the desired maturity level.
  • Review the redesigning of the receiving network of the inbound logistics especially for HIV and TB commodities
  • Supporting in the implementation of e-procurement for HIV commodities at EPSA
  • Support on the installation of strategic procurement activities for HIV commodities
  • Support in the implementation of appropriate procurement process improvement for HIV commodities
  • Support EPSA to cascade framework contract agreements with suppliers for selected HIV health commodities.
  •  Provide technical assistance on the post-qualification process of suppliers that include developing criteria for supplier performance evaluation and conducting the evaluation based on the pre-set criteria.
  • Support strengthening multi-disciplinary supply chain coordination TWGs for HIV and TB health commodities to ensure contract management are coordinated with other functions for continuous available of required products.
  • Develop coaching, mentoring and skill transfer programs to build the capacity of EPSA’s in bound logistics team.
  • Maintain a good knowledge and understanding of all office rules and procedures as set forth in the project and EPSA policy manual.
  • Exhibit Chemonics values and build culture of “Living our Values” within the team, understand and adhere to established policies and procedures and promote them throughout GHSC-PSM staff.
  • Carry out additional responsibilities and other duties assigned from time to time by EPSA contract management director and GHSC-PSM procurement manager or his/her designee.

Level of Effort and Location

  • This short-term position will work five days in a week and be based in EPSA head office, Addis Ababa, Ethiopia until September 24, 2021.

Duration of assignment

  • The services are required from June 1, 2021 to September 24, 2021.

Supervision

  • The procurement advisor for HIV and TB will technically report to contract management director of EPSA and will administratively report to GHSC-PSM Ethiopia field office procurement and custom clearance director.

Job Requirements

Qualifications and Desired Attributes:

  • Advanced degree in supply chain management, procurement, public health, pharmacy, business administration and another related field.
  • Minimum of seven years of experience and at least three years in contract management and/or procurement of health commodities, pharmaceuticals and laboratory reagents, consumables and supplies for HIV, TB and other health commodities.
  • Demonstrated experience in procurement of pharmaceuticals.
  • Demonstrated ability to build and maintain working relationships, particularly interacting productively, proactively, and comfortably with government agencies. Experience in EPSA system is a plus.
  • Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints.
  • Skilled in actively working in high-performing teams and independently deliver expected result
  • Self-motivated, interest and experience in managing and supervising technical staff
  • Excellent writing and presentation skills in Amharic and English.
  • Demonstrated leadership, versatility, and integrity
