Overview of Position

Working under the overall supervision of the Head of Sub Office, the direct supervision of CCCM Officer & the Project Assistant, the primary responsibility of the Site Assistant is to provide field level support to NEMA / SEMA, local authorities & our clients CCCM department in the daily monitoring & management of sites in order to support camp management activities. The Site Assistant is functionally assisting the Camp Manager at the camp level. They monitor the living conditions at sites & can be designated to discharge camp management roles together with NEMA & SEMA. They also have to ensure smooth flow of CCCM / NFI / shelter sector working group activities at field level providing timely feedback on operational challenges faced.

Role Objectives

  • Support SEMA / NEMA in site management activities.
  • Support in providing on the job training to the camp committees & other IDP community groups.
  • Establish & maintain, in collaboration with the SEMA Camp Manager, authorities, effective intra site coordination mechanisms among service providers & partners.
  • Monitor the living conditions in IDP sites, define gaps & prioritize needs.
  • Alert the Camp Manager & the CCCM Officer / HSO on new arrivals & departures, to ensure a rapid response.
  • Act, together with the SEMA Camp Manager & authorities, as a support central focal point for all activities & issues taking place at the site level.
  • Ensure clarification of roles & responsibilities amongst stakeholders in the site, for maintenance of site infrastructures with a focus on sustainability & community / local government ownership.
  • Support the implementation of effective & easily accessible referral mechanisms in relevant technical sectors in close collaboration with relevant stakeholders.
  • Support in maintaining site information management systems & monitor service provision including cross cutting services such as prevention, response to sexual, violence against women & girls, health related concerns, psychosocial support & among others in all sectors of the site according to agreed guidelines, standards & indicators.
  • Ensure an effective complaints & feedback mechanism that is accessible to all camp residents.
  • Promote strategies to build & strengthen confidence within communities & the groups living in the site & between site residents & surrounding communities & favour a peaceful coexistence.
  • Advocate for the legitimate needs & rights of the site population through liaison with SEMA / NEMA, humanitarian service providers & other actors.
  • Ensure the mobilization & participation of the site & host populations in the site governance system with particular emphasis on meaningful inclusion of women, children, elderly & persons with specific needs into decision making processes.
  • Ensure regular, timely & comprehensive reporting to the CCCM Officer & the Project Assistant.
  • Principally collect accurate CCCM multi sector data on a weekly basis.
  • Regularly conduct registrations & surveys of displaced populations when necessary.
  • Commit to enforce & advocate for decisions taken by the CCCM / NFI / Shelter sector working group at field level.
  • Disseminate relevant policy guidelines & technical standards developed by the CCCM sector working group lead agencies.
  • Support camp management agencies & local authorities as they facilitate the search for durable solutions for the displaced population.

Key Competencies

  • Bachelors in social science or behavioural sciences with two years of relevant professional experience or a high school degree / certificate with 2 additional years of working experience.
  • Previous experience in camp management related work.
  • Two year experience in humanitarian work is an advantage.
  • Must be fluent in English & native languages like Tiv, Idoma, Igede & other languages spoken locally in north central Nigeria.
  • Previous experience in humanitarian work.
  • Respects & promotes individual & cultural differences, encourages diversity & inclusion wherever possible.
  • Maintains high ethical standards & acts in a manner consistent with organizational principles / rules & standards of conduct.
