TERMS OF REFERENCE FOR INDIVIDUAL CONSULTANT TO ASSESS OFFICE PREMISES FOR INSTALLATION OF SOLAR SYSTEM INCLUDING BILL OF QUANTITY

1. Background

ZOA Uganda seeks to enhance energy efficiency and sustainability by installing a solar power system in its office premises located in Kampala and Arua. To achieve this, a qualified individual consultant is required to conduct an assessment of the office premises either in Kampala or Arua, determine the feasibility of solar system installation, and develop a comprehensive Bill of Quantity (BoQ) for the required equipment and materials.

2. Objectives of the Assignment

The main objectives of this consultancy are:

  • To assess the energy needs of the office premises in Kampala or Arua.
  • To determine the suitability of installing a solar system in location selected.
  • To propose an appropriate solar system design, considering energy efficiency and cost-effectiveness.
  • To prepare a detailed Bill of Quantity (BoQ) for procurement and installation.
  • To provide recommendations on the best solar system specifications and installation suitable for Kampala or Arua

3.Scope of Work

The consultant shall undertake the following tasks:

  • Conduct site visit and assess the energy consumption patterns at the offices in Kampala and Arua.
  • Evaluate the structural and technical feasibility of installing a solar power system.
  • Analyze the load requirements and recommend an optimal solar system design, including capacity, battery storage, and inverters.
  • Identify suitable locations for installing solar panels, battery banks, and inverters.
  • Provide a cost estimate and develop a comprehensive BoQ for equipment and installation.
  • Advise on system maintenance and sustainability measures.
  • Submit a detailed assessment report, including recommendations on system design, costs, and installation guidelines.

4.Deliverables

The consultant is expected to deliver the following:

  1. Inception Report – Outlining the approach, methodology, and work plan (within 2 days of contract signing).
  2. Site Assessment Report – Detailing findings from the site visits, including energy requirements and feasibility analysis.
  3. Solar System Design Proposal – Including system specifications, sizing, and recommended installation approach.
  4. Bill of Quantity (BoQ) – A detailed cost estimate for the solar equipment, installation, and associated materials.
  5. Final Report – Incorporating all findings, recommendations, and installation guidelines.

    5.Duration and Location

The assignment is expected to be completed within 3 days from the date of contract signing. The consultant will work in Kampala or Arua offices.

6.Required Qualifications and Experience

The consultant should meet the following criteria:

  • A degree in Electrical Engineering, Renewable Energy, Energy Management, or a related field.
  • At least 5 years of experience in solar energy system assessment, design, and installation.
  • Demonstrated experience in conducting similar assessments and preparing BoQs.
  • Knowledge of solar energy technologies, installation standards, and best practices.
  • Strong analytical and report-writing skills.
  • Ability to conduct field assessments and provide practical recommendations.

7.Reporting and Supervision

The consultant will report to Climate Resilience and Livelihood Advisor and provide regular updates on progress.
