Job Title: Strategic Information (SI) Advisor

Basic Functions

  • The Strategic Information (SI) Advisor will serve as a key technical resource at the state level, providing hands-on support in the implementation, monitoring, evaluation, analysis, and reporting of HIV program activities under the ECEWS ACE-5 project.
  • Operating under the strategic guidance of the Director, MEL, the SI Advisor will lead the delivery of SI-related support to state and facility teams, community-based partners, and relevant stakeholders to strengthen data systems, improve data use for decision-making, and ensure alignment with USAID, PEPFAR, and Government of Nigeria (GoN) priorities.
  • The Advisor will support the development and implementation of state-level knowledge management tools, contribute to improving data quality and information systems, and work closely with program teams to drive data-driven planning, adaptive programming, and performance monitoring.

Duties and Responsibilities

  • Provide technical assistance to the state project team, partners, and health facilities in strengthening monitoring and evaluation systems, ensuring timely and quality data collection, analysis, and reporting.
  • Support the design and implementation of state-level monitoring plans, including indicator definitions, data flow processes, reporting timelines, and responsibilities across implementing partners.
  • Lead the review and validation of program data from multiple sources (facility, community, EMR, DHIS2, NDR, RADET and NDARS) to support strategic planning, program performance tracking, and reporting requirements.
  • Provide technical inputs into the development of dashboards, visualizations, briefs, and other knowledge products to facilitate use of data by stakeholders and program teams.
  • Support capacity building of health facility staff, CBOs, and implementing partners on data management, quality improvement, and use of data for decision-making.
  • Support implementation of Total Quality Leadership and Accountability (TQLA) activities in the state, including coordination of situation room meetings, performance reviews, and data-driven action plans.
  • Facilitate effective data triangulation between service delivery and M&E indicators across thematic areas (HTS, ART, TB/HIV, PrEP, PMTCT, HIVST, Logistics, etc.) to inform program interventions.
  • Provide technical support for timely and accurate submission of daily performance trackers, High-Frequency Reporting (HFR), quarterly reports, and other USAID/PEPFAR reporting requirements.
  • Collaborate with MEL and technical leads to conduct periodic performance analyses, identify trends, synthesize findings, and recommend improvements in programming.
  • Participate in the documentation and dissemination of best practices, success stories, and lessons learned to inform continuous program improvement.
  • Maintain close collaboration with state government counterparts and contribute to improving integration with national and state-level health information systems.

Qualifications and Requirements

  • Master’s Degree in Public Health, Statistics, Epidemiology, Geography and other related areas with 7-9 years of experience in monitoring and evaluation in international development related to HIV/AIDS comprehensive services with 5 years of practical or demonstrable experience in monitoring and evaluation or data management.
  • BA / BS Degree in Public Health, Statistics, Epidemiology, Geography and other related areas with 9-11 years of experience in monitoring and evaluation in international development related to HIV/AIDS comprehensive services
  • Experience in providing M&E support to programs working with priority populations.
  • Previous experience working with USAID or PEPFAR-supported programs, including familiarity with USAID M&E reporting requirements.
  • Demonstrated ability to be the technical specialist and as the lead subject matter expert in monitoring and evaluation.
  • Demonstrated ability to perform complex data analytics and visualization utilizing Microsoft Excel, Power Bi, STATA, Epi Info and/or other analytic software and to provide evidence-based recommendations accordingly.
  • Demonstrated knowledge and experience in the use of GIS and other tools to support geospatial display of data to target program interventions and resources.

Knowledge, Skills & Attributes:

  • Demonstrated expertise in monitoring, evaluation, and learning in HIV/AIDS or public health programs, particularly at the subnational level.
  • Strong knowledge of Nigeria’s health information systems (e.g., DHIS2, NDR, LAMISPlus, RADET, EMR and NDARS platforms) and M&E requirements of USAID/PEPFAR programs.
  • Ability to synthesize and translate complex data sets into actionable insights and user-friendly formats for stakeholders, including dashboards, briefs, and presentations.
  • Experience supporting M&E capacity building of health workers, CBOs, and partners, particularly in data quality assurance and evidence-based planning.
  • Proficiency in data analytics and visualization using Microsoft Excel, Power BI, STATA, or related software.
  • Knowledge of GIS and spatial analysis is desirable.
  • Strong organizational, coordination, communication, and writing skills.
  • Familiarity with the Lagos state health system and experience working with government counterparts and other implementing partners is an asset.
  • Ability to work independently and collaboratively as part of a multidisciplinary team.
  • Willingness to travel within Lagos State and occasionally to other States as needed.
