This Sudan-based role builds on STOOS’ field research model, with a stronger focus on field access, HAC permissions, operational coordination, field team recruitment, supervision, data quality, and timely delivery in complex operating environments.

Position Overview
STOOS Consulting is seeking a Field Manager: Data Collection, Operations, Research, Monitoring and Evaluation based in Sudan to support upcoming research, assessment, evaluation, third-party monitoring, and M&E assignments. The role is highly field-oriented and requires strong capacity to secure permissions, coordinate access, manage field teams, supervise data collection, and deliver quality data within tight schedules.

Role Purpose
The Field Manager will lead the day-to-day field implementation of data collection and monitoring activities across Sudan. This includes planning field movements, coordinating with authorities and local stakeholders, recruiting and supervising data collectors, tracking daily progress, solving field challenges, and ensuring that data is accurate, complete, ethical, and submitted on time.

Key Responsibilities
The Field Manager will be responsible for:

  • Planning and coordinating field data collection, including surveys, KIIs, FGDs, observations, site visits, market assessments, and TPM activities.
  • Securing and following up on HAC permissions, access approvals, movement clearances, authority letters, and locality-level introductions.
  • Supporting fieldwork across different Sudanese states, localities, and, where feasible and authorized, different control zones and access environments.
  • Recruiting, onboarding, and supervising enumerators, field researchers, supervisors, translators, mobilizers, and quality control staff.
  • Training field teams on tools, sampling, informed consent, safeguarding, confidentiality, referral pathways, and digital data collection platforms.
  • Managing daily field deployment, team movement, sample tracking, and progress against agreed targets and timelines.
  • Ensuring strong data quality assurance through spot checks, back-checks, accompaniment visits, daily debriefings, form reviews, and follow-up on missing or inconsistent data.
  • Coordinating field logistics, including transport, communication, accommodation where needed, mobile data, tablets/phones, field materials, and contingency arrangements.
  • Providing regular updates to STOOS on permissions status, field progress, completed sample, access risks, team performance, data quality issues, and corrective actions.
  • Documenting field observations, access constraints, community feedback, and contextual issues that may affect data interpretation and reporting.

    Required Qualifications and Experience
    Candidates should have:

  • Bachelor’s or Master’s degree in Social Sciences, Development Studies, Statistics, Public Administration, Humanitarian Studies, M&E, or a related field.
  • Minimum 5 years of experience in field data collection management, research coordination, M&E, assessments, TPM, or humanitarian/development field operations in Sudan.
  • Proven experience securing HAC permissions and coordinating with state, locality, and community-level authorities.
  • Strong experience managing enumerators and completing fieldwork within tight timelines.
  • Experience working in conflict-affected, displacement-affected, hard-to-reach, or multi-authority areas in Sudan.
  • Good knowledge of digital data collection tools such as KoBoToolbox, ODK, CommCare, SurveyCTO, or similar platforms.
  • Fluency in Arabic required; working English preferred. Knowledge of local Sudanese languages is an asset.
  • Strong coordination, negotiation, leadership, communication, reporting, and problem-solving skills.

    Engagement Modality
    The role will be engaged on a consultancy basis, depending on STOOS project needs and upcoming assignments in Sudan. The Field Manager will work closely with STOOS project managers, research leads, M&E specialists, data quality teams, and field supervisors to ensure timely, ethical, and high-quality implementation.
