Job Profile

The Supply Chain and Operations (SCO) Manager for Sudan and Cross-Border Operations leads the charge in driving efficient logistics, procurement, and operational systems to support program success in a complex, high-impact environment. Your role will provide strategic and day-to-day leadership across supply chain, procurement, and logistics, ensuring timely flow of goods and services, optimizing inventory, and supporting cross-border operations. You’ll strengthen systems, enforce compliance with RI’s policies on procurement, ethics, and conduct, and help streamline operations between field and country offices.

You will ensure alignment across multiple field offices by implementing consistent operational standards, lead coordination efforts with country and cross-border teams, and use your judgment to resolve complex logistical challenges. You’ll also play a critical role in audit readiness and policy compliance, ensuring all operations are efficient, effective, and ethically sound.

Key Responsibilities

Accountability and Complexity

  • Lead and coordinate cross-border logistics operations between Chad and Sudan, ensuring compliance with RI policies and donor regulations.
  • Serve as the focal point for ensuring adherence to RI’s standards across procurement, logistics, warehouse, fleet, and asset management.
  • Provide strategic input as a member of the extended Country Senior Management Team and contribute to country-level planning, strategy, and reporting.
  • Ensure the integrity of operational systems through regular analysis, risk identification, and proactive solutions.
  • Maintain consistent standards across field offices, guiding them toward full compliance with operational, financial, and audit requirements.

Procurement and Supply Chain Management

  • Oversee local, national, and international procurement, including FWAs and medical commodities, ensuring timely, cost-effective, and policy-compliant sourcing.
  • Lead development and implementation of country procurement plans, centralizing order management and pre-qualified suppliers.
  • Conduct market assessments and initiate supplier engagement to ensure operational readiness and adaptability.
  • Monitor supply flows and support project teams with procurement planning through Program Implementation Tools.
  • Ensure adherence to donor-specific procurement standards and reporting requirements.

Warehouse, Stock, and Asset Management

  • Supervise warehouse operations, transit storage, and cross-border stock movements, ensuringdocumentation, tracking, and security.
  • Implement stock management systems and reporting tools to track medical and non-medical inventory.
  • Lead annual physical stock counts and maintain accurate, auditable records.
  • Ensure timely distribution of supplies to field programs and project sites.
  • Maintain a centralized asset register and manage asset tracking, tagging, and disposal per RI and donor policies.

Transport, Travel, and Cross-Border Coordination

  • Manage fleet operations, ensuring safe vehicle usage, cost efficiency, and adherence to maintenance schedules.
  • Coordinate cross-border shipments, customs, and legal processes for goods moving between Chad and Sudan.
  • Ensure staff travel (road and air) is safe, well-coordinated, and aligned with security protocols.
  • Liaise with external stakeholders, including LogCluster and government bodies, representing RI in logistics coordination platforms.

Management and Leadership

Essential criteria

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast-paced environment.

  • Master’s degree in supply chain management, Business Administration, International Development, Social Sciences, Humanitarian/Development field and/or equivalent experience in a related field.
  • Five – ten years progressive management and leadership experience with at least 5 years international experience in supply chain management in an emergency environment including procurement, transport and distribution, warehouse and stock management.
  • Experience in managing institutional partnerships with national and international NGOs and donors.
  • Previous INGO experience in staff management, Logistics, and project follow up and experience of security and risk management within a volatile context added advantage.
  • Solid knowledge and understanding of practical Supply Chain procedures and maintaining supply pipelines in areas with weak infrastructure.
  • Demonstrated excellence in training and capacity-building of specialist and non-specialist staff in Supply Chain Management.
  • Demonstrated ability to achieve results in a demanding and fast-paced environment. Strategic thinking, creativity, flexibility and strong work ethics are highly valued.
  • Strong grant management experience, familiarity with multiple donors ECHO, EU, FCDO, USAID, BHA, UNICEF, WHO, WFP, Italian Corporation and Sudan Health Fund Pool Funding and knowledge of donor guidelines.
  • Comprehensive knowledge of supply chain principles, logistics, and inventory management.
  • Demonstrated ability to drive process improvement and cost-saving initiatives.
  • Knowledge of relevant regulations and compliance standards.
  • Excellent English writing and communication skills (knowledge of French and Arabic is an added advantage);
  • Excellent IT skills, strong computer competency with word processing, spreadsheets, and databases. Proficiency in using supply chain management software and tools.
