Background

NORC at the University of Chicago is one of the largest and most highly respected social research organizations pursuing high quality social science research both in the U.S. and internationally. NORC is seeking a Survey Specialist for the RFTOP under USAID Uganda’s Monitoring, Evaluation, Learning & Strategic Information (MEL-SI) Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The Survey Specialist will work full-time over a 5-year period based in Kampala, Uganda. The Uganda MEL Activity aims to provide support services to USAID/Uganda’s technical offices and implementing partners to strengthen performance management, conducting evaluations and facilitating learning and adapting. Ugandan citizens are strongly encouraged to apply. This full-time position is contingent on funding.

Responsibilities

  • Support the design of sampling, survey instruments and data collection protocols.
  • Conduct data cleaning, management, and analysis which will likely include advanced statistical analysis, especially in the case of evaluations or studies.
  • Support training of enumerators.
  • Support the preparation of technical reports for evaluation activities by providing programming support and analysis.
  • Conduct data quality assessments, ensuring that data is of high quality.
  • Conduct quantitative data analysis and manage large and complex datasets.

Required Qualifications

  • Bachelors or Master’s degree in statistics, sociology, economics or related field
  • Experience managing large datasets including conducting data quality assessments and data cleaning tasks
  • Experience conducting data analysis, including descriptive summary statistics as well as regression analyses
  • High-level of knowledge of data analysis software (SPSS, STATA, SAS, etc)
  • Experience with survey design
  • Experience working on data collection projects
  • Ability to work independently as well as part of a large team

Preferred Qualifications

  • Familiarity with USAID performance data information systems, or other such systems;
  • Experience administering data collection trainings to a diverse range of stakeholders; and
  • Experience communicating research/evaluation findings to external stakeholders or clients.
