Main Purpose

Supervising and monitoring the implementation the logistics activities in the project related to his/her technical activity or activities (Construction, ICT, WHS, Workshop, etc.) according to MSF standards, protocols and procedures in order to ensure the efficient running of MSF systems, infrastructure and equipment of the project.

Accountabilities 
•          Supervising and monitoring on a day-to-day basis the implementation of his/her technical activity/activities in the project ensuring compliance to MSF standards, protocols and procedures.  Including one or more of the following activities:

•          Construction: all technical and scheduling aspects of the building and rehabilitation activities in the project

•          ICT:  installation and maintenance of the systems and communications’ software and hardware

•          Workshop: the daily mechanical servicing activities of equipment and vehicles in the capital and project

•          Other technical logistics activities

•          Supervising and leading the logistic team under his/her responsibility including the definition of each person’s tasks (daily supervision and checking the quality of their work); drawing up working schedule;  organising and leading meetings of the team and participating in the staff selection and training

•          Planning and supervising the HR processes (recruitment, training, performance evaluation and internal, external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity

•          Managing and organizing the materials and tools needed for his/her activity/activities which includes inventory of stocks, receipt and processing of orders, keeping records of received goods and checking the monthly consumptions of consumable items

•          Planning together with the line manager, the required checks and maintenance activities of the set-up/systems of his technical activity/activities

•          Participating in monthly reports according to guidelines and implementing reporting practices and protocols

Performing delegated tasks according to his her speciality and as specified in his/her job description.

MSF Section/Context Specific Accountabilities
 
MSF-Holland runs an office in Gambella town, where the medical and logistics stores are located and the office compound hosts guests.  MSF-H have two sites of operation Kule and Terkidi where health care services are provided.

The position holder will be the technical responsible person interchangeably in Gambella, Kule and Terkidi sites, supervising all logistical activities in the assigned site (Gambella, Kule and Terkidi), as well as preforming technical logistics activities in Gambella office and the  projects.

 

Specific responsibilities:

·         Projects’ focal point for technical activities in Gambella

·         Utilities management in the compounds

·         Supervision of the head guard, drivers, Technicians and guards.

·         In cooperation with Gambella Admin assistant, coordination of  the guest accommodation

·         Management of daily labor needs for loading and unloading activities

·         Supervise the biomed equipment follow ups

·         Working tools management and inventory monitoring in all project sites

·         Supervision on biomed and other equipment maintenances follow ups

·         Work closely with other technical activity supervisors in the project to have a smooth interchange from one site to the other.

Any other task on supervisor’s requests

  • The responsibilities mentioned above are not exhaustive and other work can be required according to the needs of the mission.
  • Mobility is requested from MSF staff, including short-term assignments from their usual place of work.
  • Part of any MSF-employee responsibilities is the attendance of trainings as per the requirements of the organisation.

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
