About the Job

The main purpose of the Position

Support the projects supply teams in implementing the supply chain activities in the project according to MSF protocols, standards, and procedures to ensure the optimal running of the project

Accountabilities

  • In collaboration with the Project Coordinator and the Supply Chain Coordinator or Logistics Coordinator, planning, establishing and reviewing the supply activities in the project including its budget, in order to identify and optimize the response to the needs of the mission and the targeted population
  • Monitoring and ensuring the efficient and smooth running of the following supply activities in the project: order processing, local purchase management, physical (warehousing) and administrative (management of movements) stock management, freight management, supply administration and implementation of standard supply tools (LogistiX 7, Q4, etc.)
  • Ensuring the availability of relevant management data to the owners of the stock, project and capital coordination (expired drugs, risk of shortages, stock reports, lead time, pipeline, etc.).
  • Managing the supply team in the project, and in collaboration with the PC, Supply Chain Co or LogCo and the HRCo, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his / her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all supply activities.
  • Participating in monthly reporting according to guidelines

MSF Section/Context-Specific Accountabilities

  • Support the project supply teams in conducting market assessments, RFI, RFQs, tenders and supplier eveluations.
  • Ensure the project supply teams understand and comply to set internal SOPs, guidelines and procedures through regular trainings and inspection of activities.
  • Develop and implement a yearly field visit plan to all the projects to assess supply activities, identify risks, and provide hands-on support.
  • Support the mission supply teams in supply activity planning, including procurement forecasting, stock management, and distribution schedules aligned with project needs.
  • Ensure compliance with MSF supply processes, procedures, and guidelines; conduct audits and recommend corrective actions.
  • Participate in the development, updating, and training on supply procedures, processes, and Standard Operating Procedures (SOPs) tailored to project contexts and county office. Ensuring access of all SOPs to all supply team at the country office and project level.
  • In collaboration with SupplyCo, define Key Performance Indicators (KPIs) for supply functions (e.g., delivery lead-times, overstock, expiry, sleeping stock, cost savings) and monitor achievements through reports.
  • Identify skill gaps in project supply teams, evaluate training needs, and recommend or deliver targeted capacity-building sessions, in collaboration with Learning and Development of the Mission.
  • Provide surge support to cover leaves, absences, or vacancies in project supply teams, stepping in as needed to maintain operations.
  • Collaborate with the country office and project teams to integrate lessons learned, innovate supply solutions, and report on overall supply chain performance.
  • Contribute to quarterly supply chain performance reviews, annual review of operations (ARO) and annual planning at the mission level.
  • Following proper training, support coordination, and project supply teams as the program UF focal point
About You
Education
  • Essential: Bachelor’s degree in supply chain management, business administration, commerce or related field.
Experience
  • Essential : At least 2 years’ experience in a supply chain role with emphasis on coaching, training, and supporting field supply teams.
  • Desirable: Desirable Experience with MSF or other NGOs.
Other Requirements
  • Essential : English language skills (Speaking, Writing, Reading) work proficiency
  • Essential : knowledge of the Microsoft 365 suite (Word, PowerPoint, Excel, and Outlook) and activity planning and collaboration tools (e.g., Calendar and MS Teams).
  • Essential: Flexibility to travel throughout Ethiopia. At least 80% of time will be dedicated to support field projects
  • Understanding of the public procurement and asset disposal regulations in Ethiopia .

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
