Background

CORE (Community Organized Relief Effort) is implementing humanitarian programming in Sudan, with a focus on conflict-affected populations in western Sudan. As the response continues to evolve, CORE seeks short-term technical advisory support to strengthen institutional engagement, expand strategic partnerships, improve positioning with donors and humanitarian coordination structures, and identify opportunities for sustainable program growth.

Purpose of the Consultancy

Provide senior technical advisory services to strengthen CORE’s regional presence, institutional relationships, technical positioning, and partnership portfolio supporting the Sudan response.

The consultant will serve as CORE’s regional representative, providing strategic advice, facilitating relationships with humanitarian stakeholders, identifying funding and partnership opportunities, and supporting high-quality technical positioning across humanitarian coordination mechanisms.

Scope of Work

The consultant will provide advisory services across five workstreams.

1. Strategic Positioning

  • Analyze evolving humanitarian trends affecting Sudan.
  • Monitor donor priorities and funding opportunities.
  • Advise CORE leadership on strategic opportunities.
  • Represent CORE with external humanitarian stakeholders.
  • Produce periodic strategic analyses and recommendations.

2. Institutional Engagement

  • Support CORE’s engagement with institutional donors by:
  • Mapping donor opportunities.
  • Advising on engagement strategies.
  • Supporting development of concept notes and resource plans.
  • Facilitating relationships with donor representatives.
  • Identifying partnership opportunities aligned with CORE strategy.

3. Humanitarian Coordination

  • Represent CORE within relevant coordination structures, including:
  • Cluster meetings
  • Working groups
  • Communities of practice
  • UN coordination forums
  • NGO coordination mechanisms

Provide written summaries of key developments and implications for CORE programming.

4. Technical Advisory Support

  • Provide technical advice related to:
  • Cash and Voucher Assistance (CVA)
  • Market-based programming
  • Health programming
  • WASH
  • Protection

Review technical documents including:

  • Concept notes
  • Partner proposals
  • Budgets
  • Technical approaches

Support development of learning products and technical documentation as requested.

5. Partnership Development

Support CORE to strengthen relationships with:

  • National NGOs
  • Community-Based Organizations (CBOs)
  • INGOs
  • UN Agencies
  • Government stakeholders

The consultant will:

  • Advise on partnership selection.
  • Support relationship management with strategic partners.
  • Coordinate communication between regional stakeholders and CORE headquarters.
  • Identify opportunities for future collaboration.

Expected Deliverables

Deliverable – Frequency

Strategic landscape analysis & updates – Monthly

Coordination meeting summaries – Weekly

Donor opportunity tracker – Ongoing

Partner engagement tracker – Ongoing

Written recommendations to CORE leadership – As required (minimum monthly)

Technical review of concept notes and proposals – As requested

Learning brief or technical case study – Minimum one per quarter

End-of-consultancy report with recommendations – Final deliverable

Estimated Level of Effort

  • Estimated duration: up to 6 months
  • Estimated level of effort: Full Time
  • Home base: Nairobi, Kenya
  • Travel: Regional travel to Sudan and other coordination hubs as required.

Reporting

The consultant will report to the Senior Director, Global Programs and will coordinate closely with CORE’s technical, program, and business development teams.

Required Qualifications

  • The consultant should demonstrate:
  • Minimum seven years of humanitarian leadership or technical advisory experience.
  • Significant experience in Sudan or comparable conflict settings.
  • Strong understanding of humanitarian coordination architecture.
  • Experience engaging institutional donors.
  • Demonstrated expertise in Cash and Voucher Assistance (CVA).
  • Excellent partnership development and relationship management skills.
  • Fluency in Arabic and professional English.
  • Advanced degree in public health, international development, humanitarian affairs, or equivalent experience.

Consultant Selection Criteria

Applicants will be evaluated based on:

  • Demonstrated Sudan humanitarian experience.
  • Existing humanitarian coordination network.
  • Technical expertise in CVA and multi-sector programming.
  • Experience representing organizations with donors and coordination bodies.
  • Quality of communication and analytical skills.
  • Ability to work independently in complex humanitarian environments.
