Creative Associates International seeks a Technical Director the anticipated USAID-funded Local Governance Activity in Cameroon. This will be a five-year activity with the overall goal to advance decentralization and support regions and municipalities in enhancing their capacity to deliver transparent, efficient, and accountable public services.

The Technical Director, under the direction of the Chief of Party (COP), will be responsible for the overall technical implementation of the project and ensure adherence to donor requirements.

This position is open to citizens of Cameroon and expatriates.

Responsibilities

  • Provide day-to-day overall technical leadership management and general technical direction for the design and implementation of activities.Participate in annual activity work plan design and implementation.
  • Oversee technical project activities and supervise and mentor technical staff and consultants.
  • Oversee staff and partners’ planning, execution and documentation of project activities, ensuring timely and high-quality achievement of targets and deliverables.
  • Provide strategic responses to changing program requirements as needed to meet project goals and objectives.
  • Build and maintain a sense of shared ownership and unified team effort among staff partners, and key stakeholders.

Qualifications

  • Bachelor’s degree in international development, public administration, political science, or other relevant field. Master’s degree preferred.
  • Significant experience in technical areas such as local governance, decentralization, public sector reform, fiscal transparency, and/or anti-corruption.
  • Ten (10) years’ experience including as deputy technical director, senior management/specialist, or equivalent position with skills in strategic planning, management, supervision, and budgeting is strongly preferred. International NGO or donor experience is strongly preferred.
  • Ability to develop effective working relationships with government officials, civil society organizations, private sector actors, implementing partners, international donors, and other stakeholders.
  • High levelof interpersonal, technical, communication, and analytical skills, including a demonstrated ability to interact effectively and collaborate with a broad range of public and private sector counterparts and other key stakeholders.
  • Prior experience in Cameroon required.
  • Strong interpersonal and written/oral communication skills.
  • Working proficiency in English and French is required
