Target beneficiaries

63917 DAC members; 30,000 people affected by displacement (19,662 IDPs, 2,100 returnees, 8,238 members of host communities) in Hargeisa and Burao focusing on male and female youth, women and children in refugee camps and IDP settings as well as persons with special needs (e.g. elderly, other vulnerable groups).

Description of Projects

The Somaliland Durable Solutions Consortium (SDSC), a consortium of five agencies led by World Vision, including the Danish Refugee Council (DRC), Norwegian Refugee Council (NRC), Concern Worldwide (CWW) and Taakulo Somaliland Community (TASCO) has been implementing a 3 years’ project in Hargeisa and Burao Districts of Somaliland. The project started in March 2017, and it will come to an end in February 2020. The goal of the project is to contribute to the creation of a conducive environment for communities in Somalia affected by displacement or mixed migration enabling them to reach durable solutions. To this end, the project works towards increased access to essential services and creation of realistic livelihood opportunities in the main access areas of return and departure in Somalia. The project is undertaken together with selected governmental line ministries (Ministry of Planning, Ministry of Education, Ministry of Resettlement, Rehabilitation and Reconstruction), District authorities, community leaders and all other relevant stakeholders.

The project will come to an end in February 2020; therefore, this terms of reference (ToR) has been prepared to hire the services of a consultant/videographer to document key achievements, lessons learnt and the best practices of SDSC project from the year 2017. It will enable project beneficiaries and partners to tell their stories as well as complementing the advocacy engagements.

Project Goal

The main project goal is to create a conducive environment for displacement (or mixed migration) affected communities in Somalia to reach a durable solution. The table below provides a list of project output, outcome and impact indicators.

Scope of Documentary

The Consultant will document and develop video contents on SDSC project interventions in Hargeisa and Burao districts, targeting both displaced and the host communities. This will particularly focus on the key project achievements, lessons learnt and the best practices. The following are the key stakeholders/interventions that will be involved in the documentation process;

  • Self-help and village saving and loans association groups
  • Small and medium enterprises training participants
  • Blog grants beneficiaries
  • Technical Vocational Education and Training (TVET) participants
  • Learn to earn (L2E) project participants
  • IDP camp committees
  • Gender-based violence and protection and accountability committees
  • Ministry of Planning, Ministry of Education, Ministry of Resettlement, Rehabilitation and Reconstruction, Somaliland National Displacement and Refugee Agency
  • Consortium members including; World Vision, DRC, NRC, CWW and TAAKULO.

Documentation Deliverables

The Consultant will be expected to deliver the following outputs:

  1. A scrip in English with key messages of the video
  2. A finalised script for a 5 minute documentary including the inputs from all selected project stakeholders
  3. A final video in English in soft copy
  4. A longer video consolidating all the content developed.

Requirements

The consultant/videographer will be required to provide own equipment that includes at least a camera with high definition capability, four lenses, an adequate lighting set and sound recording device. The sound should be taken through SLR input, and a lapel mic should be used for interviews or a wireless mic.

Completion Criteria

  1. Finalised video documentary approved by World Vision Communication Manager in conjunction with the project implementation team.
  2. The length of shorter video clips should be 5 minutes on average, and the consolidated video should not be more than 15 minutes.
  3. All raw footage to be submitted
  4. Translating, time-coding, shot-listing and editing
  5. A set of still photographs (minimum 15) of the project interventions, people, audience to be included.

Special terms and conditions

  • All material and footage will remain the property/copyright of World Vision
  • All products to be in line with World Vision style and editorial guidelines, including correct use of WV branding, SDSC logo that will be provided by the Communications Department.

Time frame

The Consultant will be expected to document and develop the content within 20 days. This includes the process of field visit to the project locations in Hargeisa and Burao districts to shoot the videos, capture photos and voice recording. The assignment is expected to start on 20th January 2020 and the final products expected to be submitted not later than 15th February 2020.

Authority and Responsibility

World Vision will establish a team to oversee the documentation process. The Communications Manager will provide overall leadership and coordination with the Consultant. Besides, Consortium DME Coordinator, Consortium Project Coordinator, Regional Operations Manager, Design Monitoring and Evaluation Manager and will provide all the necessary technical and operational support required.

WV Somalia will be responsible for the following:

§ Recruit the consultant/videographer and finalise the consultancy agreement

§ Provide a list of project interventions that need to be documented

§ Provide technical guidance to the consultant/videographer during the documentation

§ Ensure that input from SDSC Consortium is circulated and shared with the videographer

  • Flight expenses for the Consultant to Somaliland (where necessary)
  • Vehicle hire to support the field activities
  • Food and accommodation for the Consultant in Somaliland
  • Working space for the Consultant while in Somaliland

§ Guidance and coordination with the consultant throughout the documentation process

§ Follow up the field video shooting process, ensuring quality control, daily debriefing, meeting the timelines set for interview completion;

§ Inform the key project stakeholders for their participation in the documentary and help in setting specific field schedules.

§ Review and provide input in the draft content submitted by the consultant/videographer.

§ Provide a list of project interventions and beneficiaries to be documented.

The Consultant will be responsible for the following:

§ Field visit and shooting the video, capturing photos and key beneficiary voices and messages in consultation with the Communications Manager and Project staff

§ Prepare transcripts with key messages

§ Editing the video

§ Present the rough cut of the video to the Communications Department and Project implementation team for review, inputs and get their feedback

§ Revise the video based on contributions from World Vision Communications Department and Project implementation team

§ Test presentation of the developed draft video with a wider audience including SDSC Consortium members, WV Nairobi Offices for further review and messaging especially on project interventions related to the durable solutions.

§ Submit the revised video in English with sub-titles as required

§ Submit the final video documentary in DVD form.

Qualifications of the Consultant

We are looking for a Consultant with the follo wing skills and qualifications;

§ Advanced qualification in videography and editing

§ Experience in filming and editing

§ Experience working in Somalia preferred

  • § Ability to express clearly and concisely ideas and concepts.
