Background
The Solar Pledge East Africa(SPEA) project is a pilot project of the Solar Pledge East Africa Programme implemented by horizont3000.Launched in June 2023,in Kampala, the SPEA project contributes to the achievement of the SDGs 7, 13 as well as Laudato Si and the National Development Plans of Uganda and Kenya.
The Project has three key result areas: 1) Awareness raising on climate action and the energy nexus, 2) Capacity Building for dioceses in renewable energy planning and providing direct support for solar system repair, and 3) upscaling and installation of solar systems.
The SPEA Pilot 03 year project is implemented in collaboration with 02 partners: 1) the Archdiocese of Gulu in Uganda and 2) the Diocese of Lodwar in Kenya, for the first three years ending 2027.
Purpose of the Assignment
In line with the project intended objectives,horizont3000 is seeking to engage a qualified facilitator/trainer to develop and deliver five online learning sessions on selected topics over a period of five weeks. The weekly sessions will provide participants with practical knowledge on renewable energy technologies, energy efficiency, gender inclusion, implementation of Diocesan Energy Sustainability Strategies (DESS), resource mobilisation and waste management.
Specific objectives
The assignment aims to:
- Increase participants’ understanding of renewable energy technologies and energy efficiency.
- Strengthen understanding of and capacity for gender inclusion in renewable energy initiatives.
- Support participants to understand approaches for sustainable implementation of diocesan energy sustainability strategies.
- Strengthen capacity in resource mobilisation and proposal development for renewable energy initiatives.
- Increase awareness of appropriate waste management practices related to renewable energy technologies.
- Promote practical application of the knowledge gained within diocesan and institutional contexts.
Scope and Thematic Areas
The facilitator will develop and deliver five two-hour online modules, one module per week, covering the following topics:
Module 1: Renewable Energy Technologies and Energy Efficiency
The module should introduce relevant renewable energy technologies and their applications, with emphasis on:
- Common renewable energy technologies and their applications.
- Energy efficiency and energy conservation.
- Appropriate technology selection for different institutional needs.
- Practical considerations for improving energy efficiency within institutions.
- The relationship between energy efficiency and renewable energy adoption.
Module 2: Gender Inclusion in Renewable Energy
Gender inclusion is a key focus of the assignment and should be addressed meaningfully and practically.
The module should explore:
- The relationship between gender and access to and use of renewable energy.
- Gender barriers and opportunities within the renewable energy sector.
- Women’s participation in energy planning, decision-making and implementation.
- Gender-responsive approaches to renewable energy projects and programmes.
- Practical ways of integrating gender considerations into diocesan energy planning, implementation and monitoring.
- Examples of good practice in promoting inclusive renewable energy interventions.
The facilitator is also expected to integrate gender considerations as a cross-cutting issue across the other modules, where relevant.
Module 3: Sustainability in the Implementation of Diocesan Energy Sustainability Strategies
The module should focus on translating diocesan energy sustainability strategies into practical and sustainable action, including:
- Planning and prioritisation of energy interventions.
- Institutional ownership and responsibilities.
- Operation and maintenance of renewable energy systems.
- Long-term financial and technical sustainability.
- Monitoring implementation and measuring progress.
- Practical approaches to sustaining energy interventions within diocesan institutions.
Module 4: Resource Mobilisation and Proposal Development for Renewable Energy
The module should build participants’ capacity to identify and pursue resources for renewable energy priorities, including:
- Identifying potential funding sources and strategic partners.
- Developing resource mobilisation approaches for diocesan energy priorities.
- Identifying renewable energy projects that can be presented for funding.
- Developing concepts and proposals for renewable energy projects.
- Developing appropriate budgets and articulating expected results and impact.
- Communicating energy needs and investment priorities to potential funders and partners.
Module 5: Waste Management in Renewable Energy
The module should address responsible management of waste associated with renewable energy technologies, including:
- Types and sources of waste from renewable energy technologies.
- Management of solar panels, batteries and other electrical/electronic waste.
- Reduction, reuse, repair, recycling and responsible disposal.
- Environmental considerations across the lifecycle of renewable energy technologies.
- Practical waste management approaches for diocesan institutions.
- Opportunities for promoting more sustainable and circular practices.
Methodology
The facilitator is expected to use an interactive and practical approach appropriate for an online learning environment.
The sessions should include, where appropriate:
- Presentations and practical examples.
- Case studies relevant to renewable energy and institutional settings.
- Questions and discussion.
- Practical exercises or reflection activities.
- Opportunities for participants to relate the content to their own diocesan context.
The facilitator should avoid overly theoretical delivery and ensure that the sessions provide practical knowledge that participants can apply in their respective institutions.
Duration and Delivery
The assignment will run for five weeks, with:
- One online module per week
- Duration: Two hours per module
- Total training time: Ten hours
- Format: Online
- Frequency: Weekly
- Participants: Approximately 30 participants
- Dates and time: To be agreed with the horizont3000 organizing team effective October, 2026.
The facilitator will be responsible for sharing the meeting link with participants at least one day before each scheduled session.
Key Responsibilities of the Facilitator/Trainer
The facilitator will:
- Develop appropriate content and learning materials for all five modules.
- Deliver the five weekly online sessions.
- Ensure that the content is practical, relevant and suited to the participants’ institutional context.
- Integrate gender considerations throughout the modules, with particular emphasis on the dedicated gender module.
- Facilitate discussions and respond to participants’ questions.
- Provide presentation/learning materials to the organiser.
- Share the online meeting link with participants at least one day before each session.
- Coordinate with the organiser on the session schedule and any logistical requirements.
- Incorporate relevant examples and case studies from Uganda/East Africa where appropriate.
- Provide a brief summary of key issues, lessons or recommendations arising from the sessions upon completion of the assignment.
Expected Deliverables
The facilitator will be expected to deliver:
- An Inception report with detailed methodology, workplan and schedule for completing the assignment, including a short summary of how the training will build on previous diocesan-level trainings.
- Presentation/learning materials for each module.
- Five two-hour online learning sessions delivered over five consecutive weeks.
- Meeting links shared with participants at least one day before each session.
- Allocate time for questions and experience-sharing to promote peer learning among participants
- A brief end-of-series summary highlighting key lessons, issues raised and recommendations.
- A comprehensive training report, including a summary of content delivered, participant feedback, key lessons and recommendations for future capacity-building. The report should be submitted within 5 working days after the training.
Required Qualifications and Experience
The facilitator should have:
- An advanced university degree in renewable energy, energy engineering, environmental management, engineering, development studies, gender studies or a related field.
- Demonstrable professional experience in renewable energy and/or energy sustainability.
- Relevant experience in the thematic areas covered by the modules.
- Demonstrated experience in training, facilitation or delivery of online learning sessions.
- Strong communication and presentation skills.
- Ability to translate technical concepts into practical and accessible learning content.
- Understanding of gender-responsive approaches in renewable energy will be particularly important.
- Knowledge and experience in the East African context will be an added advantage.

Consultant fees (Budget)
Applications should not exceed UGX 7,000,000 or KES 226,603. This amount is inclusive of all professional fees, statutory taxes, and other incidental expenses related to the consultancy.
