Background:
Kaalmo Relief & Development (KRD) is an active local humanitarian, development and advocacy organization dedicated to provide emergency humanitarian aid and long-term sustainable development in Somalia. we work directly with local communities impacted by conflict, climate change, and disasters to save lives, build greater resilience as well as promote long-term health and wellbeing of vulnerable communities. Our work is guided by the humanitarian principles of humanity, neutrality, impartiality, and independence. Our primary goal is to work towards creating a future where everyone can prosper and live a dignified life. KRD aims to improve living conditions of vulnerable communities through implementing initiatives on basic service delivery, increasing economic opportunities, improving livelihood diversification, disaster risk reduction, climate change adaptation as well as advocacy and protection. Over the past few years, KRD has been running a wide range of programme interventions focusing on alleviating the suffering of drought, floods and protracted conflict affected communities in the following key thematic focus areas; Water, Sanitation and Hygiene (WASH), Food Security & Livelihoods (FSL), Education and Skills for Life (ESL), Child Protection and Gender Empowerment (CPGE), Peace building and Social Justice (PBSJ), Health and Nutrition (HN) and Shelter & NFIs (SNFIs).
Purpose of this assignment:
The main purpose of this assignment is to provide training on project cycle management for 12 KRD staff and equip project staff with skills, knowledge, and new tools. This will ultimately improve the performance of staff in project planning, implementation, monitoring & evaluation, and successful closure of the projects. For this reason, Kaalmo Relief & Development (KRD) is looking to contract an independent and qualified consultant/consulting firm with specific proven track record in similar field. The selected consultant/consulting firm will be assigned to access the existing capacity of the project manager(s)/Coordinator(s) and tailored the training package in consultation with KRD management team and deliver the 3-4 days training. The consultant/s are expected to deliver the training through a participatory approach so that participants are actively engaged throughout the training and derive maximum benefit from the training.
The consultant/s are expected develop a training package covering what training of project management entails. The consultant/s are expected to expose the participants with practical aspects of scenarios in emergencies to enable them to demonstrate newly acquired knowledge and skills to perfect their duties when handling projects in emergency setups. The consultant/s are expected to develop training package to be used by KRD while ensuring consistency in the use of simple methodologies, language and training approach. Key actions of the assignment include (but are not limited to the following).
- Assess the existing PCM understanding and tool: organize a quick capacity assessment need of the participants, and assess the gaps/area of improvement.
- Design the tailored made package: based on the gaps/area for improvement, prepare a tailored made package in close consultation with KRD management team.
- The training package will be 3 days- physical training. Consultant may take one ongoing project as an example while tailoring the training package.
- Facilitate the training sessions to the selected project managers/coordinator(s) using the participatory tools. Training venue will be managed by KRD for this physical training.
- Share the training materials with participants for future reference.
- Prepare a training completion report highlighting the key learning and submit to KRD.
Key Deliverables:
At the end of the training, the participants should be able to understand better and apply frameworks and principles of project cycle management and apply the concept of community participations. The following key deliverables are expected to be produced by the consultant/consulting firm.
- A detail inception report (in English) outlining the understanding of the TOR, methodology to be used and, where relevant information collection tools, including timeline.
- Tailored made PCM training package, including detail schedule.
- A training completion final report highlighting pre/post training results. The report should be submitted initially as a draft and be finalized in consultation with KRD.
- Photographs collected during the training (annexed to the final report).
- A simple training manual to be used by the trainees that adequately covers all stages of project cycle management that can be used by KRD and the participants of the training.
- A detailed report of the training, based on actual training contents as well as clearly capturing discussions from the participants with recommendations.
- Conduct 3-day training in project cycle management in Beled-Hawa for 12 participants.
- Develop a clear post-training action plan and follow up.
Methodology:
The training approach, content, training aids and case studies need to be well designed in order to deliver high quality results. To achieve this, consultants must consider the following:
- Principles of adult learning
- Use of real situation and examples from the context or similar contexts
- HOW training is delivered is almost as important as WHAT is delivered
- Design and plan an effective project cycle management training course employing tools appropriate for the approach in each stage of the project cycle
- Demonstrate an understanding of the humanitarian context and underlying principles
- Describe the importance of using a participatory approach throughout the project cycle
- Demonstrate an understanding of the key skills, personal attributes and competencies required by a facilitator who has the skills of community development agent.
Qualifications of consultant and experience required:
The successful applicant should meet the following requirements:
- Demonstrated experience and competency/understanding on the range of topics needed for the project cycle management training with university degree in development management/international development or equivalent degree or a postgraduate degree in a relevant field.
- A strong technical background in the relevant field and at least five (5) years of hands on experience in training of trainers or training of facilitators.
- Demonstrated experience in training
- Previous work experience and knowledge of Somalia or Horn of Africa
- Excellent spoken and written English.
