Vulnerability assessment of adolescents and young people is essential for UNICEF to be able to better define its programmes to improve the targeting of the young people based on their vulnerabilities and better contribute to making a change in the lives of the adolescents and youth.
UNICEF with the support of an international consultant was contracted to develop the framework, methodology, tools and protocols to be used in assessing adolescents and young people’s vulnerabilities in the four targeted municipalities in Libya.
Subsequently with the support of the third-party data collectors, and within his contract period, the consultant has developed the first draft of the report. As a result of the scale up of the armed conflict in Libya as of April 2019 and the subsequent conflict intensification in December 2019, the data collection took longer than expected and delayed the finalization of the report (including having the report peer reviewed, finalized and edited for publication).
As a result of these delays UNICEF seeks to engage the additional capacities of an international consultant to finalize the report, after it has been presented to counterparts from the Libyan government and civil society organization, as well as taking into consideration feedback from peer reviewers.
How can you make a difference?
This international consultancy of : 20 working days over 2 months will allow UNICEF to have an additional capacity to review and finalize the Vulnerability Assessment Report (with feedback from peer reviewers and other stakeholders), present the report to Libyan counterparts and key stakeholders, and prepare the report for publishing.
The consultant will be requested to agree with UNICEF on the report outline, methodology and be ready to submit at least two (or more if needed) revisions based on the feedback from UNICEF, EU technical teams and the Libyan peer reviewers.
The consultant will be responsible to present the results of the assessment and to update the report based on the feedback provided by peer reviewers and other stakeholders that will be attending the launch of the draft report.
To qualify as an advocate for every child you will have…
- Advanced degree in social sciences or related fields.
- Demonstrated experience in programming for vulnerable children or adolescents.
- Experience in fragile countries is an asset.
- Experience in Libya is an asset.
Deliverable:
This consultancy will have one deliverable, the finalized report, achieved through the following activities:
- Agree on the outline of the final report with UNICEF Chief of Education and UNICEF Consultant on Knowledge Management, update the methodology used to finalize the report and update the report based on the feedback provided by UNICEF office, the MENA Regional Office and the EU technical teams;
- Undertake the secondary data research to strengthen the first draft of the report with the relevant context a youth vulnerability related evidence and findings;
- Present the draft report to the Libya stakeholders government counterpart, civil society originations and the EU (the main donor who has contributed to the finalize of the report);
- Consolidate the feedback of the peer- reviewers and prepare the final report for publishing.
UNICEF will review the report at 2 junctures (each review will not take longer than one week), prior to its presentation to external stakeholders and on finalization.

Remarks:
The consultant kindly requested to submit Financial proposal attached to the application that includes monthly fees and travel cost expenses in Tunis for three days stay.
Subject to travel restrictions the consultant will be requested to travel once to Tunis, Tunisia to present the report to key stakeholders.
