Position: WASH Officer – Mayuge NTD Elimination Project

Report to: Project Coordinator

Location: Mayuge – District

Purpose of the position:

Provide leadership in all WASH aspects, identify and lead the mobilization of target communities to participate in WASH programming and other world vision community development activities. World Vision has acknowledged Community Led Total Sanitation Plus(CLTS-P) and Children Hygiene and Sanitation Training (CHAST) as an effective means to empower and drive communities and schools to increase their sanitation coverage and promote proper hygienic behaviors

Key Outputs/Responsibilities.

Project management and Coordination

  • Oversee the technical implementation of WASH activities in the project
  • Initiate and work with line WV staff and district partners to technically interpret the WASH technical approaches included in the growth health and Governance (GHG) proposal to facilitate implementation of key activities in the project work plan.
  • Prepare weekly & monthly work plans
  • Work closely with Regional WASH Engineer, Hygiene and Sanitation Officer and other specialist within the WASH program to cascade down all aspects of the WASH technical program within World vision projects not withstanding GHG

Community/Institutional Hygiene and Sanitation promotion

  • Build Coalition with other WASH actors within the districts of his or her operation, working with districts Water office, conducts support supervision in the GHG districts and provide technical assistance whenever required.
  • Strong in designing and monitoring of solar piped water systems
  • Ensure villages triggered using CLTS approach move beyond open defecation free status to achieve good hygiene and hand washing practices in order to climb the sanitation ladder
  • Ensure all HSAs WASH staffs are aware and using correct CLTS manuals and good practice
  • Support the HAS to implement CLTS in selected villages to achieve Open defecation free status (ODF). Besides achievement of ODF status ensure villages that attain ODF status, ODF sustainability monitoring happens every quarter
  • Conduct regular field monitoring visits every month together with Community development Assistants
  • Conduct baselines in schools were CHAST will be implemented and routinely monitor progress of school WASH Program
  • Coordinate the formation and training of school health clubs and teachers (patrons)
  • Organize and conduct CLTS learning exchange visits within and outside the district for learning, reflection and sharing
  • Must have knowledge of Life Cycle Cost Approach LCCA with ability to co-facilitate a session on LCCA
  • Work with the DWO, hand pump mechanics association and Private organizations to develop a greater emphasis on sustainable operation, maintenance and repair of water sources; rather than just hardware provision
  • Routinely support the Training of water user committees with skills; on good governance; good financial management and accountability; environmental hygiene, networking, Operation and Maintenance, work planning and budgeting
  • Supervise community mobilization teams to engage full participation of beneficiaries in design, siting and maintenance of wat/san systems and hygiene promotion activities as well as contributions of labour and materials where appropriate.

Project development, technical advice and learning

  • Provide technical guidance and monitor implementation of WASH activities including but not limited to: baselines collection, behavior change strategies and WASH outcome monitoring.
  • Provide detailed knowledge and maintain and up-to-date written table of all WASH Actors in the District, where they are working and what they are doing, plus contact details
  • Ensure that field staff are aware of Government policy direction and donor trends
  • Support the field teams to constantly understand and articulate project WASH strategies to beneficiaries and partners, namely, communities, CBO’s, NGO’s civil society and district officials

Networking, representation and collaboration

  • Identify and build strategic linkages, relations, collaborations and networks with other actors to support districts in planning and implementation of WASH activities. And where appropriate and if delegated represent world vision Uganda in District water and sanitation sector committee(DWSSC) meetings
  • Have a detailed understanding of the District WASH budget, activities and deliverables and work to support them where appropriate

Documentation and reporting

  • Conduct quality checks of all the monitoring/data collection forms namely; CLTS, CHAST, water points/Water user committee, filling and entry into specific WASH databases

Undertake any other duties as assigned by the Project coordinator

Qualifications: Education/Knowledge/Technical Skills and Experience

  • Degree in Civil Engineering, Environmental Engineering, Water and Sanitation, Public Health, Environmental Health or related discipline
  • Training in project planning and management, community approaches or behaviour change
  • Demonstrated monitoring and evaluation skills
  • Proven capacity to supervise, train and coach staff in WASH technical skills
  • Ability to write clear and well-argued assessment and project reports
  • Has experience in working with Ministry of Water and Environment(MWE) and Local Governments
  • At least 3 years of experience in WASH programming, preferably focused on CLTS, CHAST, PHAST, Follow Up Mandona Approach and Sanitation Marketing
  • Demonstrated ability to work in a facilitative and participative approach.
  • Superior communication skills – ability to coordinate people at all levels – government partners, donors, communities and staff with diplomacy and collaboration.
  • Appreciation of gender related issues
  • Good budget management skills
  • Computer literacy is needed
  • Knowledge of GPS mapping software is n added advantage.
  • Knowledge of Neglected Tropical Disease is added advantage
