Livelihood and Cash Specialist.

Purpose: Plan International Nigeria is seeking to implement Cash Based Transfer (CBT) + Integrated Nutrition Programme (INP) project funded by World Food Programme (WFP). The WFP SCOPE Registration supervisor will oversee the implementation of the WFP funded Scope Registration exercise in WFP areas of operation in Borno State. S/he will liaise closely with the Scope Registrars to ensure smooth registration of beneficiaries and issuance of Scope cards to enrolees. The WFP SCOPE Registration supervisor will be the overall supervisor of the Scope registration team and will be responsible for field management, coordination and regular monitoring of the project in all the areas of operation.

Contract duration
5 Months and renewable based on availability of funding and satisfactory performance.

Dimensions of Role

  • Communicates with the Project Manager, Sectoral Specialist, SCOPE Registrars and with WFP SCOPE team. The post holder(s) will support the identification and enrolment of target
  • beneficiaries for CBT+INP programme sectoral system at the health facility/community level.
  • The post holder will interface and support a team of SCOPE Registrars to facilitate the process. The role requires strong facilitation and organisational skills along with the ability to
  • analyse and communicate complex information to all staff, partners and other stakeholders.

Key End Results and typical Responsibilities
Programme development & Quality Management
In collaboration with the SCOPE Registrars and Livelihood/Cash Officer, the SCOPE

Registrar will:

  • Represent Plan in WFP Coordination meetings as necessary.
  • Liaise closely with WFP Office regarding to Scope registration implementation.
  • Promote a positive profile of the programme and good understanding among other sectors, partners and communities about the Scope registration.
  • Develop and maintain strong working relationships with all stakeholders – WFP, Community support groups, community leaders, IOM, NGOs, to enhance multi-
  • agency and multi-sectoral cooperation and coordination.
  • Supervise the Scope Registration Team and provide appropriate guidance and oversight as they conduct daily field activities.
  • Plan and follow the activities of the Scope project such as voluntary returnees’ registration and distribution of Scope cards during enrolment for GFD/BSFP
  • Facilitate the training of Scope project staff on Scope online/offline system focusing on efficient planning, coordination, and implementation and monitoring of the project activities.
  • Participate actively in the monitoring of the project in collaboration with the M&E Officer with a specific attention on the efficiency of the WFP CG, BSFP, GFD etc
  • In collaboration with the livelihood officer ensures Plan International participation in the after action review of the current project and identify potential development for
  • Plan International in Cash Based Interventions/Transfers and food aid sector.
  • Prepare and submit all Scope project internal and external donor reports
  • Draft scope budget including spending plans, procurement plans, and work plans based on activities and budgets.

Human Resource Development
Supports the orientation, on-going development/training and builds capacity of Registrars and other project team members to ensure a high level of expertise in line
with WFP and organisational requirements

Learning and knowledge management

  • Shares information within the project team, across Plan International and with WFP about SCOPE registration findings and lessons learnt in a logical and regular
  • manner.
  • Shares information within the programme team about SCOPE Registration approaches and benefits to the beneficiaries and supports the documentation of
  • lessons learnt and good practices.
  • Facilitates processes for internal and external knowledge sharing with WFP and among WFP Cooperating Partner Agencies in the communities and supports such
  • processes within Plan International Nigeria office.
  • Participates in sectoral networks within the LGA of operation or as requested by the line Manager.
  • Participates in global/regional projects/networks as requested.

Resource Mobilisation
Support resource mobilisation efforts of proposal writing and related engagement through data collected from assigments

Dealing with Problems

  • Ability to manage competing priorities and expectations from internal and external stakeholders and remain calm and resilient in the face of pressure.
  • Manage multiple and work with distant colleagues to form a virtual efficient administration team;
  • Use Plan procedures to settle conflicts among colleagues;
  • Resolve problems that are not covered by established process.
  • Analyse possible causes of problems and suggest solutions to get them resolved.
  • Refer, whenever necessary, the case to the project manager or Sector Specialist for consideration.

Communications and Working Relationships:

  • Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact
  • Prepare and submit relevant information for project reports and proposals for Plan International Nigeria office as directed by his/her supervisor.
  • Provide timely responses concerning queries linked with relevant projects or programmes.
  • Provide advice and support to Plan International Nigeria’s project/ programme delivery and resource mobilisation.
  • Work with other members of the project/ programme units to ensure effective and efficient programme delivery.

Qualifications and Experience
Bachelor’s Degree or equivalent preferably in social sciences, development studies, nutrition or other relevant discipline and evidence of NYSC discharge certificate –

  • Minimum of 2-years relevant working experience with Institution responsible for mass registration of people communities in Nigeria in Private, Development or
  • humanitarian sectors in Northern Nigeria – required
  • Strong analysis skills (qualitative and qualitative) – Required

Skills & Knowledge

  • Excellent interpersonal skills, written and verbal communications (in English and a local language in Borno State) – Mandatory
  • trong cultural awareness and sensitivity – Required
  • Members of host communities and IDPs especially women – Preferred
  • Demonstrated skills in management, teamwork, negotiation and consensus building
  • Goal oriented with ability to work under pressure, independently and with limited supervision
