Position Summary:

 The Chief of Party will be responsible for overall project management, quality and timeliness of deliverables, external representation, and coordination with USAID AOR/COR. S/he will be responsible for establishing an office in Egypt, recruiting Core Staff, and managing a network of qualified professionals to serve as short term technical advisors. The Chief of Party will provide strategic vision for managing the Activities and will ensure the quality of work and compliance with contractual obligations and results, and will be responsible for the quality and performance of work that is sub-contracted to other partners.

Reporting & Supervision:

The Chief of Party will report to the Project Director based in Washington, DC.

Expected Outcomes:

  • Successful implementation and sustainability of university career centers in Egypt to provide career counseling and employment services to students;
  • Establish systems for analyzing labor market trends for students, university management, and the private sector;
  • Support Creative’s business growth in Egypt by effective project management and strengthening client relations.

Primary Responsibilities:

  • S/he will provide leadership and direction for the activity to ensure effective project management;
  • Set a clear strategic vision;
  • Oversee fiscal and procurement integrity;
  • Ensure high quality and timely submission of deliverables;
  • Ensure harmonious coordination with USAID/Egypt, the Government of Egypt, other donors, and partner organizations/universities;
  • The Chief of Party will supervise and mentor key staff and project personnel and ensure compliance with USAID and USG rules and regulations;
  • Responsible for overseeing UCCD personnel training programs;
  • Liaising with university administration teams to address sustainability issues; and
  • Ensuring that each UCCD delivers quality student services and effectively uses local private partner resources.

Required Skills & Qualifications:

  • A Master’s degree in Public Policy, Higher Education, Administration, International Development, a Master’s in Business Administration, or a relevant field from a recognized university;
  • A minimum of ten years of professional experience in the successful implementation of higher education and/or human and institutional capacity development programs;
  • A minimum of five years of international experience leading capacity development programs that involved collaborative design and implementation across multiple institutions;
  • Proven leadership in the administration of similar sized international donor technical assistance projects, or universities and with skills in strategic planning, management, supervision and budgeting;
  •  Fluency in Arabic and English with a thorough knowledge of the Egyptian higher education system;
  • Excellent written and oral communication skills in English required; and
  • Has an established relationship or previous collaboration experience with Government of Egypt and private sector, preferred.
