Overview

Creative is seeking a Deputy Chief of Party (DCOP) for an anticipated USAID-funded program aimed at enhancing the Libya’s High National Election Commission’s (HNEC) capacity to organize and hold elections. The program will also support the increase in demand for credible elections from the Libyan public by enhancing the capacity of local civil society organizations to advocate, observe, and support democratic processes. The Deputy Chief of Party (DCOP) will be based in Tripoli, Libya or in Tunis, Tunisia and will support overall management responsibility for the program.

This position reports to the Chief of Party.

Responsibilities

Under the supervision of the Chief of Party (COP), the Deputy Chief of Party is responsible for:

  • Programmatic aspects of the program. S/he or his or her designee will supervise the activity development staff and other staff involved in activity development, implementation, monitoring, evaluation, and reporting;
  • Leading on Sub-Objective 2: Empower Citizens and Civil Society in the Democratic Process
  • Ensuring appropriate implementation of program strategy;
  • Ensuring that procedures are established and complied with for activity development, activity worthiness, activity implementation, management, monitoring, evaluation, and closing;
  • Working with the COP and local staff to improve implementation processes throughout the program;
  • Serving as the COP’s primary point of contact for current information about the status of activity design and implementation;
  • Identifying program opportunities and potential local partners;
  • Acting as the Chief of Party when s/he is absent from the program; and
  • Performing additional tasks as assigned.

Qualifications

  • A minimum of five (5) years of experience implementing democracy and governance programming, with significant experience in elections and political processes, civic engagement/civil society, governance, or institutional development, in a development country context, of which two (2) years must be experience in a management role;
  • Significant experience in democracy consolidation environments, preferably in Libya and/or in the Middle East, and a demonstrated record of success in such politically sensitive environments;
  • Experience with activity design, development, and implementation for comprehensive election-related programs;
  • Demonstrated capacity to develop solid working relationships with programmatic partners, senior government officials, local governments, and civil society organizations, and to coordinate with other donors.
  • Strong communication and interpersonal skills are required.
  • University degree in a relevant field; and
  • Fluency in written and spoken English and Arabic preferred.

Desired Skills & Qualifications:

  • Capacity to understand and analyze national, regional, and local politics in Libya;
  • Capacity to guide the program staff in creatively designing grants that relate to the current environment in Libya;
  • Financial management experience, including budgeting; financial management (tracking, reporting and accounting); and procurement;
  • Exceptional organization skills and ability to work and multi-task under pressure;
  • Strong interpersonal skills and ability to work with culturally and geographically diverse staff;
  • Experience in producing civic and voter education materials;
  • Experience in gender equality and women’s empowerment;
  • Experience engaging youth in political and electoral processes; and
  • Master’s degree from an accredited university in a relevant field.
