Proposal Summary:

The USAID Learning Contract will help USAID/Uganda strengthen its performance and, to a lesser extent the performance of its implementing partners, in collaborating, learning and performing in order to fortify the impact and sustainability of USAID-supported contributions to Uganda’s development.

Position Summary:

The director of learning will have primary responsibility for delivering the learning, adapting and performing results of this bid. S/he will provide vision and leadership of the learning agenda.

Responsibilities:

  • Supervise all monitoring and evaluation assignments conducted under the contract.
    • Work with the client to refine scopes of work for M&E assignments such as evaluations and support for strengthening performance monitoring
    • Recruit and orient short-term consultants to conduct M&E assignments
    • Oversee the design of evaluations, including details of data collection protocols for surveys, focus groups and key informant interviews; ensure analysis of data follows best practices.
    • Troubleshoot assignments while they are underway and regularly liaise with USAID on progress
  • Ensure the quality, timeliness and technological sophistication of services related to improving the integrity and usefulness of USAID/Uganda’s monitoring and reporting systems.
  • Ensure the quality, relevance, technological sophistication and timeliness of MSI’s evaluations, analyses and assessments.
  • Deepen USAID/Uganda’s existing learning capabilities and introduce improved avenues to learning.
  • Lead MSI’s contributions to USAID/Uganda’s efforts to deliberately draw contextual, programmatic and operational learning from it monitoring, evaluation, analytical and assessment efforts.
  • Facilitate the transformation of learning into adapting.

Qualifications:

  • Master’s degree in a social science, development studies or related field preferred.
  • Eight (8) years of direct experience developing and managing monitoring systems and/or conducting social science research.
  • Five (5) years of experience managing staff conducting monitoring and/or research efforts.
  • Demonstrated skills and experience in statistics and computations analysis preferred.
  • Three (3) years of experience living and working in developing country environments.
  • Quality past performance references.
