PURPOSE OF THE ASSIGNMENT

In close coordination with relevant C4D programme managers in Maputo and the emergency response team, the consultant will provide field-based Communication for Development services to support the planning, implementation and monitoring of the C4D emergency response, as well as ongoing communication initiatives in Tete, Gaza and Manica provinces.

The specific objectives are:

  • To provide C4D technical advise, training, training follow-up, and on-the-job coaching to partners and programme participants, including those involved in the emergenecy preparedness and response plan;
  • To monitor and assess C4D’s programmes with a view to providing real-time corrective inputs and reports for ensuring the effective and efficient implementation of the programme and management of programme resources, with a focus on emergency;
  • To strengthen the coherence and the collaboration of UNICEF supported social mobilisation activities at community level in Tete, Gaza and Manica provinces; and
  • To document UNICEF issues, actions, and impact in support of the emergency response and the UNICEF Communication, Adolescent and Public Advocacy (CAP) development programme.

METHODOLOGY AND TECHNICAL APPROACH

By attending regular and ad hoc meetings with the provincial and district delegations of line ministries’ partners (Health, Education, Social Affairs, Youth and Public Work) SETSAN, ICS, RM, COREM, Coalizão and other provincial departments or branches, and by travelling regularly to the programme districts for both scheduled and unannounced planning, monitoring, training and interventions, the consultant will closely support the planning, implementation and evaluation of UNICEF C4D emergency response funded activities, in the context of broader strategies in social and behaviour change communications.

It is expected that at least 70% of the work associated with this consultancy will be undertaken in the field. The consultant will be expected to submit his/her travel plan at the beginning of each month and travel extensively mainly throughout the districts affected by the drought (70%), but also in the districts covered by the regular C4D programmes (30%), if the security situation allows such travels.

MAIN ACTIVITIES AND TASKS

Under the direct supervision of the C4D Specialist, the consultant will take up and complete the following activities and tasks during the course of the assignment, in line with the above objectives, and consist of Emergency Response (70% of the time) and other communication work (30%).

Coordination Mechanisms. Facilitate and coordinate province level C4D collaborations among partners involved in the emergency response, particularly Nutrition and WASH cluster members, for technical support; knowledge management; and development of C4D tools and methods.

Planning and capacity building: the consultant will assist UNICEF C4D partners’ provincial branches (DPS, DPE, DPMAS, DPOPH, ICS, RM, TVM, COREM, AMETRAMO, community radios) in the planning of advocacy, social mobilisation, and behaviour change activities, particularly related to the emergency response identifying potential synergies and collaborations, using an equity lens and prioritizing the most vulnerable population and the most affected by the drought and other threats (floods, cholera, etc.). In particular, the consultant will support partners in developing quarterly plans for funding requests to UNICEF and organize and deliver C4D training to improve the work conducted by implementing partners.

Materials/Messages Prepositioning. The consultant will provide technical support and assistance in the mapping of IEC materialscurrently being used by Government and Emergency cluster members particularly on IYCF, hygiene and sanitation. Once that is completed, the consultant will work in coordination with the C4D team in Maputo todevelop a message framework which will be used to develop new IEC materials for the emergency response. The consultant will also provide support in the development of other IEC materials for Tete, Manica and Gaza provinces, including specific job aids for ICS Multimedia Mobile Units.

Creating synergies. The consultant will strengthen the collaboration among the different UNICEF partners’ by identifying collaboration among different social mobilisation interventions particularly in the context of the emergency response:

Provide technical support monitoring of programmes. Every month, the consultant will provide technical support to monitoring of at least one session the following C4D activities at provincial and district level: (a) DPS mobile brigades involved in the emergency response in coordination with the Multimedia Mobile Unit session (ICS); (b) Provincial and Community Radios (emergency, Saude e Vida and adolescent-led programmes); (c) APEs counselling household visits; (d) Religious leaders and traditional healers FFL trainings at provincial and district level; (e) Community based mini- surveys to assess beneficiaries’ knowledge of key messages and topics; (f) Child Parliament sessions and other adolescent and youth participation fora

Documentation: The consultant will be involved in documentation of UNICEF contribution to the Emergency Response, particularly on the C4D component. The consultant will have to produce at least one monthly human interest story for the website, four posts for the UNICEF facebook page and 8 tweets, sending stories and pictures from the field. The consultant should also, when required, support the organization and holding of donor and media visits to the field.

MANAGEMENT AND SUPERVISION

The consultant will be hired by UNICEF and will report to the Communication for Development Specialist, but all reports and key communications will have to be submitted also to the Section Chief.

The consultant will update UNICEF on the process and achievements of the consultancy in a weekly basis by e-mail or by phone. The contract will start on 1st of August and end on 15th November 2017.

QUALIFICATIONS OF THE SUCCESSFUL CANDIDATE

Academic qualifications. A degree in social sciences, communications or development studies.

Work experience. At least 5 years of work in monitoring & evaluation and/or social development, plus experience with C4D in emergency.

Skills and Competencies. Familiarity of the economic, political and social context of Mozambique. Excellent analytical skills. Previous positive experience with UNICEF is an asset

Language proficiency: Excellent Portuguese writing and speaking skills and good English.

Other: The consultant should be sensitive to beliefs and act with integrity and respect to all stakeholders. In the report the consultant may not refer to individual children. The consultant may not share findings with media in Mozambique or abroad concerning individual children or individual institutions.
