CONSULTANCY ON RAPPORTEUR SERVICES

Background

Habitat’s Terwilliger Center for Innovation in Shelter in Kenya is currently implementing a Housing Construction Skills and Labour Programme that aims to address the challenges of inadequate skilled/quality labour accessible to households; and the market inability of qualified and skilled Housing Construction Artisans to competitively participate in the market.

To achieve these goals, the Housing Construction Skills and Labour Programme focuses on 3 main components: Technical Skills Upskilling, Market Linkages and Policy and Communications uptake. To this end, the Terwilliger Center is currently partnering with Technical and Vocational Education Training Institutions, Market aggregators of artisanal services and policy and regulatory bodies in the housing construction labour sector.

Partnership with Kenya Engineering Technology Registration Board

Habitat’s Terwilliger Center signed an MOU with Kenya Engineering Technology Registration Board (KETRB) in February 2019. KETRB is a state organ established in accordance with the Engineering Technology Act No 23 of 2016 Part II Section

1. (1) to set standards for engineering technologists and technicians, register and issue licenses to qualified persons as per the provision of the Act. The Board is also mandated to verify that engineering professional services and works are undertaken by persons registered under the Act as well as ensure that standards and professional ethics for health and safety of the public are observed.

The purpose of this MOU between Habitat and KETRB is to facilitate the recognition and registration of housing construction artisans who play an important role of providing skilled labour for adequate housing; support market uptake of services by qualified and registered artisans and improve the livelihoods of these artisans.

Round Table Forum

Habitat for Humanity’s Terwilliger Center is currently facilitating KETRB to hold a round table forum that will bring together actors in the housing construction labour sector to deliberate on various challenges affecting access to quality and affordable housing construction labour and how KETRB may support and partner with other sector actors in mitigating and solving these challenges sustainably. The Round table will also validate assumptions as to the role of KETRB in rallying key actors in the sector to address these challenges. Of specific interest to KETRB will be low cadre housing construction artisans who offer housing construction labour in the wider market. KETRB will through this forum validate their support to these artisans in a bid to understand how better to support the artisans in line with their mandate; and the ease to registration and licensing as guided by the Engineering Technology Act. The form will also explore how to leverage the Competency Based Education and Training (CBET) environment in this endeavour.

The Rapporteur

The Rapporteur will:

• Capture the proceedings of the round table forum on relevant conversations concerning the role of KETRB in facilitating access to quality and affordable housing construction labour, KETRB’s support to artisans delivering this service and the nature of partnerships required.
• Document highlighted action plans for all participating parties, implications of these actions to the housing construction labour sector and suggested timelines.
• Liaise with the photographer to ensure important moments are captured through still photos.

Deliverables:

• A maximum 10-page report synthesising the crux of the discussions and the key resolutions reached throughout the forum.
• A summary of key actions discussed, responsible parties, relevant implications and suggested timelines annexed to the report.
• Together with the photographer, compile communication photos for the workshop.

Duration of the Task

The work will be done in 2 consultancy days. This shall include 0.5 days for preparation, 0.5 days for the forum and 1 day for the development of the draft report and finalization.

Key Competencies

• Relevant degree from a recognized institution
• Minimum of 5 years’ experience in Rapporteuring and facilitating technical forums
• Proven analytical and report writing skills.
