Proposal Summary:
The Economic Governance for Development Project (EGDP II) will help the USAID Mission in Egypt strengthen economic governance reform; improve anti-corruption and public administration capacity; and develop and implement new service delivery models. EGDP II will support the Government of Egypts structural reform program, as defined by Egypts Sustainable Development Strategy 2030, and the National Anti-Corruption Strategy 2019-2022. This is an estimated $39 million project with a period of performance of five (5) years.

Position Summary:
Working under the supervision of the public administration reform expert and deputy chief of party, the audit specialist will assess the capacity of internal audit units within government entities, design action plans to reduce deficiencies in these units, and develop training courses in internal auditing to be delivered to Egyptian civil servants from various ministries. Along with the training specialist, the audit specialist will be responsible for drafting the learning materials, course guide, templates, etc.
Responsibilities:
- Develop recommendations for improving internal audit policies and practices to enable government entities to better control and address corruption and comply with other requirements to the internal audit set forth by Egyptian legislation and best practices.
- Assess institutional capacity of the internal audit departments of various Ministries, their personnel, and the practices for planning and conducting audits and writing reports with findings and recommendations.
- Conduct training workshops and serve as a mentor to internal audit units in government entities .
Qualifications:
- At least 10 years of extensive experience in auditing and public administration required; experience addressing anti-corruption reforms preferred.
- Experience with audit training programs and mentoring junior cadres.
- Experience with USAID or another donor.
- Outstanding interpersonal and operational skills are required.
- Spoken and written fluency in both Arabic and English required.
