Alert is seeking consultancy whose aim is to assess and establish the relevance of the ‘***TUSAMEHEANE TUJENGE NCHI – Participatory Governance for Peace in Kenya***’ to the conflict and governance context in target counties (including the program’s theory of change) and the program’s effectiveness in realizing planned program outcomes, to evaluate its impact and sustainability, identify key lessons learnt and provide recommendations for strategic decision making the extent to which conflict dynamics have changed within the target counties and the extent to which the county governments are improving peace in the target counties.
The preferred consultant will have a master’s degree in relevant subjects, knowledge of the national and target counties’ conflict and governance(devolution) contexts, demonstrable practical experience in monitoring and evaluation approaches. practical knowledge of the OECD DAC Criteria for Evaluating Development Assistance and other USAID and state departments evaluations requirements. The assignment will cover Nairobi, Migori and Wajir counties
Fluency in English is essential
