Sightsavers implements projects in over 30 countries in Africa and South Asia working to eliminate avoidable blindness and promote the rights of people with disabilities. We are looking for skilled Monitoring, Evaluation, and Learning (MEL) professional to join the global MEL team as the Disability Inclusive Development (DID) MEL Officer.

Title: Monitoring, Evaluations and Learning Officer – Disability Inclusive Development Programme (DID)

About the role

The DID programme consists of several health and education projects in Nigeria, Kenya, and Bangladesh and aims to improve the long-term well-being and inclusion of people with disabilities. The post holder will primarily support the DID programme in Nigeria and other regions as may be assigned.

As a MEL Officer you will be part of the global MEL team and contribute to the smooth operation across all the team functions as necessary. As a MEL Officer you will support the country offices in implementing the projects and the MEL plans focus on analysing programme data; facilitating and documenting learning reviews; coordinating, commissioning, and quality-assuring project evaluations. The post holder will primarily support the DID programme in Nigeria. Therefore, travel up to eight weeks a year locally and internationally will be essential.

Principal accountabilities:

Monitoring and Reporting:

  • Test MEL tools including collection and regular analysis of monitoring data for DID project reporting.
  • Support the design, management, implementation, and reporting of baseline, midline and endline data.
  • Provide technical support to country teams and consortium partners in quality assurance and contribution to the results framework and narrative reporting.
  • Conduct the theory of change reviews on a quarterly or a bi-annual basis across all projects under the DID programme.
  • Support and build capacity within country teams and project steering committees to analyse programme data to inform adaptations.

Evaluation:

  • Support the commissioning of external evaluation and learning consultants, to ensure good value for money and high standards including observance of Sightsavers’ policies on safeguarding, data protection and ethics.

  • Build the evaluation and learning capacity of staff in the project teams, Country Offices and partners and enhance their capacity to utilise evidence from programme data, reviews and evaluations:
  • Coordinate the externally commissioned evaluations and learning papers including scheduling, logistics, contracting and quality assurance of deliverables.

Learning:

  • Plan and facilitate project learning reviews and contribute to programme global learning reviews while contributing to a culture of continuous learning and improvement on the DID programme.
  • Support the development of learning reports following quarterly meetings and learning reviews including the dissemination of learning and evidence products

Inclusion:

  • Carry out MEL tasks on the other Social Inclusion projects as and when required
  • Support the functioning of the Inclusion MEL team and broader global MEL team as required

Jobholder Requirements:

Essential

  • A Bachelor’s degree in a social science subject (international development/relations, sociology, education, monitoring and evaluation, disability studies, statistics, or gender studies)
  • Experience of using online or mobile survey and data collection tools such as Comm Care and Kobo
  • Working experience in monitoring, evaluation and learning in health and or education projects.
  • Previous experience working with inclusive data.
  • Understanding and knowledge of adaptive management
  • Experience of liaising with, and managing relationships with external organisations, teams and individuals.

Desirable

  • A Master’s degree in relevant field
  • Working experience of working in disability inclusion programmes
  • Understanding the use of Washington Group questions.
  • Experience in developmental evaluation
  • Undertaking MEL approaches suitable for adaptive management.
  • Working effectively within multidisciplinary and multicultural teams in multi country locations
  • Experience in conducting learning reviews and producing a range of polished written products in English for technical and general audiences.
  • Excellent written and spoken communication skills in English. (Ability to speak and write in Hausa is an added advantage)
