Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Project Coordinator to support the Mixed Migration Centre’s research in Libya, based in Tripoli.
About the Mixed Migration Centre
The MMC is a global network consisting of five regional hubs (Asia, East Africa, Europe, West and North Africa, Latin America and Caribbean) and a central unit in Geneva. The MMC is a leading source for independent and high-quality data, research, analysis and expertise on mixed migration. The MMC aims to increase understanding of mixed migration, to positively impact global and regional migration policies, to inform evidence-based protection responses for people on the move and to stimulate forward thinking in public and policy debates on mixed migration. The MMC’s overarching focus is on human rights and protection for all people on the move. The three overall objectives of the MMC are:
- To contribute to a better, more nuanced, and balanced understanding of mixed migration (knowledge)
- To contribute to evidence-based and better-informed migration policies and debates (policy)
- To contribute to effective evidence-based responses for people on the move (programming)
The MMC is part of and governed by DRC. MMC regional hubs are hosted within DRC regional offices, but part of the global MMC network. While its institutional link to DRC ensures MMC’s work is grounded in operational reality, it acts as an independent source of data, research, analysis and policy development on mixed migration for policy makers, practitioners, journalists, and the broader humanitarian sector. The position of the MMC does not necessarily reflect the position of DRC.
Mixed Migration
Mixed migration refers to cross-border movements of people including refugees fleeing persecution and conflict, victims of trafficking and people seeking better lives and opportunities. Motivated to move by a multiplicity of factors, people engaged in such movements have different legal statuses as well as a variety of vulnerabilities. Although entitled to protection under international human rights law, they are exposed to multiple rights violations along their journey. Those in mixed migration flows travel along similar routes, using similar means of travel – often travelling irregularly and wholly or partially assisted by migrant smugglers.
The West and North Africa Region
MMC West Africa and North Africa (WANA) is currently directly collecting data in five countries in North and West Africa through its 4Mi project and is expanding to two more countries in 2024 and 2025. The MMC is a key research resource engaging with policy makers at both country-level and through regional mechanisms such as the Rabat and Khartoum Processes.
The MMC Regional Team is positioned across two offices in Dakar and Tunis. The MMC Regional Manager sits in Dakar, along with the 4Mi Project Manager for West Africa, the MMC Regional Research Officer, and the MMC Programme Assistant, while the team in Tunis is composed of the 4Mi Project Manager for North Africa, the Regional Information Management Officer, and the Tunisia/Morocco Project Coordinator. In addition, MMC has staff hosted by DRC country offices where the 4Mi project is operational, including in Burkina Faso and Niger. Similarly, the Libya Coordinator will be based in the DRC office in Tripoli.
About the job
The overall purpose of the role is to oversee the implementation of the 4Mi research project in Libya.
Under the line management of the 4Mi Project Manager based in, the successful candidate will be responsible for supervising and managing data collection collected by 4Mi field enumerators, ensuring quality control over the data collection, coordinating with MMC WANA on management and strategic development of activities in Libya, and supporting MMC operations in Libya.
Interested candidates should have a passion for research on issues of mixed migration and understanding the experiences of refugees and migrants as they move to, within, and from Libya and the wider region. MMC provides opportunities for learning and developing to advance research skills and migration expertise. Occasionally, he/she contributes to the analysis of data and writing of the research outputs and contributes to concept notes and proposals, as well as project tracking and reporting. In 2024 and 2025, the Libya Project Coordinator will recruit and train a new network of enumerators and assure the operational and logistical elements of research activities in the country.
Responsibilities
Your main duties and responsibilities will be:
Team and quality management
- Conduct daily supervision (primarily responsible) of the 4Mi operations in Libya and ensuring a high level of quality in data collected;
- Select, train and ensure daily supervision of 4Mi enumerators, as per regional guidelines;
- Ensure all operational aspects of data collection (administrative, financial, logistical, management of data collection tools, responsibility for equipment, etc.), in coordination with the DRC support office;
- Facilitate the successful completion of the payment of the data collection teams (analysis and validation of the surveys, preparation of the necessary documentation, follow-up of the process with the relevant departments, etc.);
- In collaboration with the Information Management Officer/Specialist, ensure the monthly validation and cleaning of data according to MMC’s standards;
- Proactively contribute to the 4Mi strategy in Libya and in the region;
- Proactively suggest, develop and implement appropriate technical and management tools to carry out his/her tasks effectively;
- Take the lead in proposing creative solutions when meeting challenges in project implementation;
- If needed, support the prospection and establishment of any MMC partnerships in Libya.
Coordination
- Daily monitoring and reporting of relevant information that might affect the smooth implementation of project activities in the country;
- Provide regular contextual and security updates on the mixed migration context in Libya;
- Develop a network of informants in the country and actively participate in coordination groups between migration actors following the MMC guidelines;
- Occasionally represent MMC at coordination meetings with DRC teams or humanitarian partners working on Libya;
- Ensure regular and fluid communication with the technical supervision team based in Tunis and Dakar.
Research
- Contribute to the design of the MMC research agenda;
- Conduct quantitative and qualitative fieldwork when necessary;
- Contribute to the design of qualitative and quantitative questionnaires, and contribute to data analysis and report writing;
- Stay up to date on the latest mixed migration research in Libya.
About you
To be successful in this role we expect you to have three years of experience supervising teams. Moreover, we expect the following:
- Masters in the social sciences or other relevant field, including but not limited to research methods, international development, migration studies or business administration.
- At least three years’ experience in data collection, conducting surveys and other research activities;
- Fluency in English and Arabic, professional proficiency in French;
- Demonstrated knowledge and understanding of mixed migration issues, particularly within the Libyan context;
- Proficiency in IT systems, including Android-based applications;
- Outstanding organizational skills;
- Excellent ability to work under minimal supervision and strong problem-solving skills;
- Enthusiastic about learning, excellent interpersonal and communication skills;
- Willing to travel domestically and internally as needed;
- Strong verbal and written communication aptitude;
- Strong attention to details and rigor in dealing with data;
- Cooperative attitude, working well in a team.
