Management Sciences for Health (MSH) is seeking a Supply Chain planning and coordination Advisor, HIV/TB for a 5 -year, USAID-funded, supply chain and Pharm management program in Cameroon that is expected to be part of the NextGen Comp TA IDIQ Task Orders. The program will cover the following technical areas: HR capabilities development, Governance and Policies, M&E, Pharmaceutical Management, Strategy and Planning, Forecasting and Supply Planning, Procurement, Warehousing and logistics, Management Information Systems, and data use. The purpose is to provide comprehensive technical assistance to strengthen the health supply chain and pharmaceutical services at the national and subnational levels in Cameroon, both of which are cornerstones to achieve critical life-saving priorities.

MAIN PURPOSE OF THE JOB

Overall Responsibilities:

The Supply Chain planning and coordination Advisor, HIV/TB

will be responsible in providing technical assistance to strengthen the capacity of, NACC, DPML, CENAME, Regional Reference Laboratories, RDPHs and RFHPs in conducting Forecasting and Supply Planning (FASP) of HIV/AIDS commodities to inform procurement and distribution to regions and districts, and guide resource mobilization.

The Advisor will also play an important role in supporting local counterparts enhance use of data to pro-actively identify risks and guide decisions to avert disruption of commodities along the supply chain

The Advisor will also be responsible for effectively using data available across several national and global systems and as applicable enter data in the NextGen Control Tower for annual quantification, quarterly supply planning and monthly data analysis.

S/he will facilitate coordination meetings, workshops and technical working group for quantification, supply planning, data quality and data validation, data/gaps analyse.

The Advisor will support the development of guidelines and standard operating procedures, and training material, participate in trainings and provide supervision and mentoring to foster local capacity strengthening.

The Advisor will facilitate active functioning of FASP coordination mechanisms with different stakeholders, health programs, donors and implementing partners, and facilitate on-going active collaboration with key counterparts.

The Advisor will oversee a Supply Chain planning and coordination HIV/TB Officer who will provide hands on support for the quantification and supply planning of HIV/TB commodities (either ARVs/RTKs/TB or Lab depending on the Advisor focus) and contribute regular data analysis and data entry into national and global systems, as applicable.

MAIN DUTIES AND RESPONSIBILITIES

Forecasting and Supply Planning

  • Facilitating active and regular supply chain coordination meetings
  • Facilitate the preparation and conduct of evidence-based, annual long-term HIV/TB FASP by organizing multistakeholder workshops to generate quantity and budget requirements, facilitate prioritization, support ART optimization and patients centered approach such as multi-months dispensing, resource mobilization, and inform procurement decisions.
  • Facilitate the validation of HIV/AIDS, TB data to inform annual long-term quantification exercise
  • Support the analysis of supply chain and service data required to facilitate evidence-based annual long-term FASP and quarterly supply planning.
  • Support the development and submission of Quarterly Supply Plans for all HIV/TB commodities (ARVs, Test kits, TB commodities, Viral Load and other laboratories commodities)
  • Synchronize quarterly supply planning with procurement planning processes and generate purchase orders to procuring agencies, as necessary.
  • Coordinate the development and implementation of localized FASP models for regions and facilitate the aggregation of demand forecast from sub-national level when required.

Coordination and collaboration

  • Support DPML in harmonizing and strengthening the governance of HIV/AIDS FASP activities, enhancing HIV/AIDS FASP coordination and collaboration by revitalizing or establishing the HIV/AIDS FASP committee and technical working group (TWG) as needed
  • Facilitate establishment of subnational HIV/AIDS FASP coordination and collaboration mechanism with DPML and RDPHs and train members and officers on HIV/AIDS FASP guidelines, processes, and tools, customized to the regional and district context.
  • Work closely with NACC and National Reference Laboratories to ensure development of timely annual quantification and quarterly supply plans for HIV/AIDS commodities
  • Work with CENAME around planning of distributions to RFPHs
  • Coordinate with Procurement Service Agents and Last Mile Delivery Service provider(s) in support of uninterrupted flow of HIV/AIDS commodities along the supply chain

Capacity Strengthening

  • Working with the Governance, Institutional Capacity and work force Advisor
  • Support development of curriculum, in service and university training modules/e-modules to strengthen capacity at all levels of the supply chain in domains such as quantification, supply planning, data use, data quality and data validation
  • Support the development of national guidelines, systems and tools in domains such as quantification, supply planning, data use, data quality and data validation
  • Support actual training and/or supervision and mentorship of FASP to committee members, supply chain focal points and other local counterparts as applicable

Data and information systems

  • Enter and/or use data available in national systems (e.i. LMIS/e-LMIS, DHIS2, eSSR) and global systems (e.i. Next Gen Control Tower, Wambo, GFPVAN) to inform status of HIV/AIDS commodities in Cameroon, support seamless coordination with PSA and LMD service providers, conduct analysis to help manage and mitigate risks, inform decision making, and monitor supply chain performance.

Monitoring Evaluation, and Learning

  • Contribute to the development of ESCAPE Performance Monitoring plan (PMP), regular project performance reviews and support the collection and validation of relevant data to report project indicators. eZYnW29 BVUcJh
  • Contribute to the adequate documentation and dissemination of program results and lessons learned, including the development and submission of project’s mandatory reports, technical documents and reports, and abstracts and articles for scientific journals and conferences.
  • Participate in annual work planning and prepare regular progress reports including quarterly reports, participate and contribute to project management meetings, global meetings

QUALIFICATIONS

REQUIRED MINIMUM EDUCATION

Required:

  • Bachelor’s degree in a health-related field with specialized training and/or experience on HIV/AIDS, and TB

Preferred:

  • Physician, pharmacist, or nurse qualification

REQUIRED MINIMUM EXPERIENCE

Required:

  • Seven plus years of experience overall supply chain system strengthening in Cameroon health system.
  • 3 to 5 years hands on experience in conducting long term quantification of health commodities.
  • At least 3 years’ experience in HIV/AIDS health program
  • Experience on HIV/AIDS laboratory health commodities is a plus

KNOWLEDGE AND SKILLS

  • Extensive knowledge of the Cameroon health system particularly the health commodity supply chain systems and functions
  • Solid knowledge and hands on experience with supply chain management
  • Excellent data analytical skills and statistical proficiency to analyze historical data, identify trends and use and present data to help make informed assumptions and data driven decisions,
  • Strong problem-solving skills to address forecasting inaccuracies and supply chain disruptions are required.
  • Proficiency or training in using forecasting software/tools such as QAT, PipeLine, QuanTB, Quantimed is a must
  • Proven coordination, collaboration and interpersonal skills in building and coordinating among different teams
  • Proficiency in MS Suits particularly in MS-Excel, and other software packages such as quantification tools being used in the Cameroon health systems
  • Professional proficiency in French and English required.
