Proposal Summary:

The objective of the South Sudan Peace Building and Independent Media Activity (PBIMA) is focused on resolving ongoing communal conflicts to reduce violence and build a sustainable peace by addressing the underlying causes of conflict, promoting reconciliation, and supporting the development of inclusive and resilient communities. To foster reconciliation and trust-building, enhance social cohesion and community resilience, livelihood support, and trauma awareness through community-based initiatives; the activity will target conflict-affected communities across the hot spots with a focus on women, youth, people with disabilities, refugees, internally displaced persons (IDPs), returnees, ethnic minorities and key stakeholders in communities such as traditional leaders, civil society organizations, and religious leaders.

Position Summary:

The MEL Director will work closely with the program team to track data against indicators and use data analysis to inform learning outcomes. They will use qualitative and quantitative data to test theories of change and improve outcomes, ensuring program activities are people-centric in design and implementation. This position reports to the Chief of Party (COP). This will be a full-time position based in Juba, South Sudan. The position is contingent upon award.

Please note: Sudanese citizens are highly encouraged to apply. Candidates must be willing to relocate to Juba.

Responsibilities:

  • Collaborate with technical experts to identify theories of change and help design program activities to test these theories.
  • Draft the Monitoring, Evaluation & Learning Plan.
  • Ensure that programmatic learning and results are fully documented, shared, and used to drive adaptive management processes.
  • Lead the collection, analysis, documentation, dissemination, and use of best practices and lessons learned.
  • Design and implement internal and external knowledge exchange and learning events (e.g., pause and reflect sessions) to improve peer-to-peer learning, knowledge sharing and application.
  • Develop and/or maintain strategic relationships with relevant stakeholders to promote effective coordination, collaboration and dissemination of program learning.
  • Identify connections to improve internal and external collaboration.
  • Promote a culture of continuous learning and improvement among project staff and counterparts.
  • Supervise and mentor interns assisting with data collection.

Qualifications:

  • Advanced university degree (MA or above) in social sciences, international development or economics or other fields closely related to MEL preferred.
  • Minimum ten (10) years of experience working in a MEL role with international donors including (5) five years of concentrated experience in applied data collection (research or MEL data collection).
  • Minimum five (5) years USAID experience, including experience as lead author of a MEL plan.
  • Strong background in MEL processes and knowledge of MEL tools.
  • Familiarity with development programming in South Sudan strongly preferred.
  • Experience working in conflict and post-conflict environments. Experience in South Sudan is highly desirable.
  • Strong interpersonal, supervision, and written/oral communication skills.
  • Fluency in written and spoken English.
