ABOUT THE OPPORTUNITY

Internews Networks is seeking an HR and Administration Officer for an anticipated USAID-funded media project in Uganda. The HR and Administration Officer will support and advise the country program on the various HR processes and systems. Key responsibilities include providing support and guidance in establishing or improving processes for recruitment and selection, employee orientation and onboarding, performance management, benefits administration, and personnel recordkeeping. Additionally, this position will support a range of administrative functions, including procurement and event planning.

LOGISTICS

This position will be based in Kampala, Uganda.

DAY-TO-DAY TASKS will include:

Human Resources

  • Assist in the development and review of Human Resource (HR) policies and procedures that comply with Internews standards and local labor laws.
  • Organize recruitment activities, including placing advertisements and arranging interviews.
  • Prepare and deliver orientation programs for newly hired staff.
  • Ensure all staff understand, sign, and adhere to Internews’ ethics policies.
  • Maintain electronic and hardcopy HR personnel file for all staff.
  • Maintain an accurate and up-to-date tracking system for employee leave balances.
  • Maintain appropriate records while ensuring the confidentiality of personnel data activities.
  • Provide technical support to Country Director/COP in matters related to staffing, terminations, employee relations, grievance, and disciplinary actions.
  • Ensure timely completion and submission of monthly timesheets by staff.
  • Assists managers in setting goals and performance objectives to enhance staff motivation and provide performance feedback.
  • Alert the Finance and Administration Manager (FAM) at least three months before staff contracts end.
  • Communicate vacation accruals to the Country Director/Chief of Party (COP) and FAM.

Administration, Procurement and Logistic

  • Maintain an updated list of all vendors, lease agreements, and service contracts.
  • Ensure compliance with procurement policies and support the procurement of office supplies.
  • Assist in training and event planning, including the scheduling of travel and securing venues.
  • Review vehicle log sheets and reconcile fuel allocations against reported mileage.
  • Ensure organizational assets are adequately insured with reputable insurance providers.
  • Review office security arrangements and advise the FAM and Country Director/COP on necessary changes.
  • Maintain the organizational asset register and conduct regular spot checks and counts.
  • Maintain accurate records of all office consumables purchased and ensure proper documentation
  • Perform other duties as assigned by the supervisor.

QUALIFICATIONS WE’RE LOOKING FOR:

Required

  • A university degree or equivalent lived/professional experience.
  • A minimum of 5 years of experience in human resource and administration management or related relevant experience.
  • Familiarity with Human Resource Information Systems (HRIS).
  • Experience working with donor-funded organizations such as USAID, EU, DFID, or CIDA.
  • Knowledge of labor legislation.
  • Proficiency in Microsoft Excel.
  • Strong proficiency in the Microsoft Office suite, internet applications, Adobe Reader, and email protocols.
  • Strong English language skills, both written and oral.
  • Excellent interpersonal skills and organizational skills
  • Ability to work effectively under pressure and meet deadlines
  • Meticulous attention to detail
  • Proven ability to lead and coordinate a team with strong communication and diplomatic skills.
  • Sensitivity to cross-cultural workplace dynamics
  • Must be self-reliant, resourceful, good problem-solver, good-humored, and flexible.

Formed in 1982, Internews Inc. is a 501(c)(3) organization incorporated in California. It has worked in more than 70 countries and trained more than 80,000 people in media skills. It is a founding member of Internews International, an umbrella organization, based in Paris, of 30 associated non-governmental media organizations. Internews was founded by David M. Internews Europe is an independent media development organization, based in London, UK, and relying mainly on European funding.

Since inception, Internews has worked with 4,800 radio and television stations and print publications. Internews activities include

Training. Internews trains 8-10,000 media professionals each year in journalism, production, and management. For more advanced students, Internews offers training in topics such as computer graphics, media law, and investigative journalism.

Production. To strengthen the independent media sector, Internews works with local media professionals to produce original programming. In 2008 this came to 8800 hours of television and radio programming.

Media infrastructure. Internews provides a broad range of infrastructure support to enable independent media to provide vital news and information, including providing journalists and stations with production equipment, creating production studios, and building radio stations from the ground up.

Media law and policy. To allow independent media to fulfill their “watchdog” function, Internews has worked for the adoption and implementation of fair media laws and policies in 21 countries.
