Overview of Position

  • The Disarmament, Demobilization & Reintegration (DDR) program for Ethiopia was initiated as a crucial step towards implementing the peace agreement signed between the government of Ethiopia & the Tigray People’s Liberation Front (TPLF) on the 2nd of November 2022 in South Africa.
  • For the implementation of DDR in Ethiopia, the National Rehabilitation Commission (NRC) was established with the council of minister regulation number 525 / 2022 & with amended regulation number 541 / 2023 of the federal democratic republic of Ethiopia. The core mission of the commission is stabilization of the society & recovery of the economy for sustainable peace & enhancing human security through designing, planning & implementing demobilization & sustainable reintegration of more than 370 thousand former combatants into civilian life across seven regions of Ethiopia.
  • Under the overall direction of the Deputy Commissioner, the Training Senior Officer is responsible for creating, implementing & overseeing training initiatives aimed at facilitating the successful demobilization & reintegration of ex combatants into society.

Role Objectives

  • Design, develop & implement training programs tailored to the needs of various stakeholders involved in the DDR process, including former combatants, community leaders & local organizations.
  • Design & develop tailored training programs that integrate vocational skills, life skills & psychosocial support.
  • Create training materials & resources that are culturally relevant & accessible.
  • Conduct training sessions, workshops & seminars to educate participants on DDR principles, conflict resolution & community reintegration strategies.
  • Utilize interactive & participatory approaches to enhance learning & engagement.
  • Collaborate with stakeholders to assess training needs & identify gaps in knowledge & skills related to DDR.
  • Work closely with government agencies, NGOs & community organizations to ensure a coordinated approach to DDR training efforts.
  • Support the capacity building of local Trainers & Facilitators to ensure sustainability of training efforts.
  • Mentor & guide rehabilitation & skill training staff or volunteers involved in training initiatives.
  • Provide technical advice to the Deputy Commissioner to develop policies & strategies on rehabilitation & skill training of ex combatant.
  • Develop & implement monitoring & evaluation frameworks to assess the effectiveness of training initiatives.
  • Gather feedback from training participants to continuously improve training programs & promote the DDR program & share best practices.
  • Prepare reports on training outcomes & provide recommendations for future training activities.

Project Reporting

This role works under the overall direction of the Deputy Commissioner.

Key Competencies

  • Graduate degree in education, social sciences or a related field.
  • At least 7 years (with a high school diploma) or 4 years (with a bachelor’s degree) or combined & relevant experience in designing & delivering training programs.
  • Experience in adult learning methodologies, curriculum development & training needs assessment.
  • Good understanding of conflict resolution, peacebuilding, disarmament, demobilization & reintegration processes.
  • Experienced in working with government agencies, NGOs & other stakeholders in promoting peace & security.
  • Excellent communication & interpersonal skills.
  • Strong analytical & problem solving skills.
  • Ability to use technology & software to develop & deliver training.
  • Fluency in English & Amharic is required.
