Overview of Position

  • The Disarmament, Demobilization & Reintegration (DDR) program for Ethiopia was initiated as a crucial step towards implementing the peace agreement signed between the government of Ethiopia & the Tigray People’s Liberation Front (TPLF) on the 2nd of November 2022 in South Africa.
  • For the implementation of DDR in Ethiopia, the National Rehabilitation Commission (NRC) was established with the council of minister regulation number 525 / 2022 & with amended regulation number 541 / 2023 of the Federal Democratic Republic of Ethiopia. The core mission of the commission is stabilization of the society & recovery of the economy for sustainable peace & enhancing human security through designing, planning & implementing demobilization & sustainable reintegration of more than 370 thousand former combatants into civilian life across seven regions of Ethiopia.
  • Under direct supervision of NRC NDRP Planning, Monitoring & Evaluation Senior Officer will be responsible for managing the planning, monitoring & evaluation system of NRC DDR program.

Role Objectives

  • Identify key indicators for preparation of M&E plans for the cross project functions of the DDR program.
  • Prepare program physical performance plan & budget requirement proposal.
  • Prepare M&E plans & facilitate quality control to ensure proposed projects are well designed & in line with the needs of the project target groups & international standard requirements.
  • Prepares & circulates guidelines, checklists, templates & other tools to facilitate the common understanding of the program components.
  • Train / mentor staff to ensure increasing capacity & understanding to design proper plans that achieve intended impact.
  • Leads the development & implementation of DDRP & ensures it is functioning satisfactorily through provision of quality information on progress against targets.
  • Coordinates the review & monitoring of DDRP implementation & also coordinates the internal evaluations (mid & end term) of the DDRP strategic plan to determine overall program implementation.
  • Coordinate with project heads to undertake monitoring (spot checks) for all projects & subject areas as stated in project M&E plan & review the quality of the baseline & end line data (integrity & timeliness) report & inform senior management to support corrective decision making.
  • Assists in designing & facilitating implementation of external evaluation of program / project.
  • Initiate the opening of separate project fund account for the program & prepare proper allocation of budget for each project activity.
  • Track program physical performance against intended budget utilization.
  • Record project fund inflow, expenditure by source, propose & control project fund payment requested.

Project Reporting

This role works under direct supervision of NRC team.

Key Competencies

  • Graduate degree in social science, development studies, natural science, economics or in a relevant field with minimum short term training in program / project planning, management, monitoring & evaluation.
  • At least 7 years (with a high school diploma) or 4 years (with a bachelor’s degree) of combined & relevant experience in the area of program planning, monitoring & evaluation of development. programs / projects.
  • Proven track record in Planning, Monitoring, Evaluation & Learning (PMEL).
  • Effective use of Microsoft Office programs & good knowledge of project cycle management.
  • Theories of change, monitoring & evaluation.
  • Track record in proposal writing, project reporting & preparation required.
  • Strong analytical skills including analysis of both quantitative & qualitative data, self starting & oriented to bring about change through intervention.
  • Strong interpersonal skills, strong team player & collective problem solving to achieve common goals.
  • Fluency in English & Amharic is required.
