About the Role

The Advocacy and Policy Manager is accountable for leading the development and co-ordination of Fred Hollows Foundation Kenya Country Program’s (and Kenya Cluster Countries – Rwanda, Burundi) major advocacy initiatives which The Foundation is engaged in at the national level.

Key responsibilities and outcomes:

  • Lead the development, implementation, and monitoring of progress against FHF Kenya’s advocacy plan (on behalf of and in conjunction with the Country Manager)
  • Conceptualize and provide leadership support for technical activities in eye health policy, advocacy, stewardship, and other related areas.
  • Capacity building and technical support to staff and partners to strengthen advocacy and influencing skills, and to integrate advocacy within program design and implementation for relevant FHF Kenya and Kenya cluster projects (overall strategy, appropriate messages, influencing tactics and monitoring and evaluation)
  • Build and manage influential advocacy and policy relationships with government, NGOs, networks, and partners, developing creative ideas for furthering FHF’s influencing agendas in partnership with others
  • Ensure effective monitoring and evaluation of the implementation of FHF Kenya’s (and Cluster countries) strategic advocacy objectives and approaches and work with staff to incorporate learnings
  • Support implementation of the International Agency for Prevention of Blindness (IAPB’s) 2030 In Sight global Sector Strategy – including coordination with eye health and other sector stakeholders, as well as with WHO AFRO regional and Kenya Country Offices
  • Represent FHF in key national advocacy forums and groups in Kenya, including the National Eye Health Working Group, Health NGO Network (HENNET), Kenya Health Care Federation (KHF) and Health Rights Advocacy Forum (HERAF) among others
  • Represent the FHF Kenya Cluster on the internal Advocacy Leadership Group (ALG), responsible for oversight and monitoring progress against the Foundation’s organizational Advocacy Framework.

About You!

  • Master’s degree in Public Policy, Development, Public Health, law, Communications, or related field.
  • Minimum of 6 years’ demonstrated strength and experience working in policy development and/or the planning and implementation of advocacy work in Kenya or East Africa, preferably with reputable international or national health development organizations.
  • Strong understanding of and experience negotiating/influencing government policy decision-makers at different levels in Kenya or East Africa.
  • Capacity building/training skills in advocacy and influencing.
  • Proven ability to work collaboratively and build consensus across diverse sets of internal and external stakeholders on joint advocacy and policy activities.
  • Experience in eye health neglected tropical diseases including trachoma or non-communicable disease management including diabetes.

Fluency in written and spoken English as well as the ability to travel domestically including travel to remote locations will also be essential.

They promised to continue to fight for the change Fred so badly wanted.Today we continue Fred’s vision: we see a world in which no person is needlessly blind and Aboriginal and Torres Strait Islanders exercise their right to good health.Fred died less than one year later. It was a terribly sad time, but brightened by the knowledge that through The Fred Hollows Foundation his work would carry on. – Gabi Hollows The Fred Hollows Foundation today Since its humble beginnings in Fred and Gabi’s kitchen, The Foundation now works in more than 25 countries and has restored sight to over two million people.We are driven by Fred’s vision to eliminate avoidable blindness, for Indigenous Australians to have access to quality heath services and to stand up for what is right. Through his years with the Aboriginal Medical Service, National Trachoma and Eye Health Program and his work in developing countries, he was driven by the injustices he saw.Being the man he was, he spent his final years planning to establish factories in Eritrea and Nepal and develop low cost lenses in these two countries that he cared deeply about. Months before his death, he also flew to Vietnam to keep a promise to train ophthalmologists in modern eye surgery techniques so that local people would be empowered to help their own communities.We’re working just as tirelessly as Fred did to end avoidable blindness – by fighting injustice, building local capacity, empowering the countries where we work, and staying true to our values. He had a big dream and it’s a dream that lives on in the work of The Foundation.We will only be done when every person, regardless of who they are, where they live or whether they are rich or poor, is living in a world free of avoidable blindness. – Brian Doolan Together, we can do this We know exactly how to help mothers who are pulling out their eyelashes in agony from trachoma. We know how to treat children who are needlessly blind from cataract and to get them back to school.
