ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the CCCM Senior Project Officer Position in Jijiga, Ethiopia.

Position Profile

  • This position will require the individual to support the successful implementation of ACTED CCCM interventions in Somali Region in close liaison with the regional CCCM cluster and regional authorities.

Specific responsibilities include:

  • Ensure effective implementation of ACTED CCCM programming in accordance with program requirements and in line with Donor regulations, cluster and international standards;
  • Coordinate and work closely with Program Team throughout programme planning, design implementation and monitoring and evaluation
  • Oversee selection and repair of selected water sources;
  • Conduct capacity-building for community groups and staff in the area of water resource management, Hygiene and Sanitation;
  • Be responsible for providing Technical guidance on all CCCM components of programmes in the mission, giving support to the Program team and the implementing partners during planning, designing and implementation of CCCM activities.
  • Together with program team, implement CCCM activities in line with the programme proposals and donor requirements and ensure timely production of and submission of programme reports and budget revisions
  • Continuously review CCCM strategy and programme approaches to appropriately address and accommodate emerging field context
  • Participate in conducting joint assessments and planning responses together with other team and follow up on the recommendations
  • To provide guidance and training to program staff to ensure that all work is carried out in a way that is sensitive to community needs and gender issues
  • To provide technical expertise and guidance to staff as appropriate, in (for example, but not limited to) assessment, monitoring, evaluation, reporting (Internal and Donor Reports), financial management, proposal development, technical design of water and sanitation facilities and the exercise of judgment skills.
  • Participate proactively and contribute in the CCCM cluster meetings and, at a technical level engage with UN agencies and line ministries as needed.
  • Work closely with field teams on objectives, indicators and activities and develop clear monitoring frameworks for each program in collaboration with the M & E Officers
  • Other duties as required

Protection Mainstreaming

  • Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual labors).
  • Any other duty as may be requested by your supervisor or Coordination.

Job Requirements

Qualifications/Skills Required:

  • Bachelor’s degree or higher Diploma in civil engineering, humanities, social studies, architecture, urban planning or engineering
  • Minimum four years of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees or IDPs.
  • Experience working in a camp setting
  • Previous work with camp management agency
  • Technical skills such as Microsoft Office.
  • Fluency in English and Somali local language, both oral and written.
  • Extensive knowledge of displacement context.
  • Excellent communication skills.
  • Highly flexible, with the ability to use initiative.
  • Commitment to humanitarian principles and values.
  • Managerial experience, including leading/supervising subordinate staff, organizing activities and report writing.
  • Experience in CCCM, including Introduction to CCCM Training.
  • Preferable experience operating in a refugee/IDP camp environment.
