Civil Society Engagement Manager, USAID/Strengthening Systems and Public Accountability Activity, Uganda

Proposal Summary:

The purpose of the Strengthening Systems and Public Accountability (SSPA) Activity is to improve service delivery through strengthened accountability, deepened public participation and oversight, and reduced corruption within Ugandas public service sectors. This will be achieved by improving leadership and accountability for results, strengthening the standards, reward and sanctions systems for public officials, challenging the norms, attitudes and behaviors that fuel corruption, and support citizen engagement to demand better services. The three main objectives of the Program are: i) Increased citizen voice, coalition building, and engagement with government to reduce corruption; ii) Key systems and standards enhanced in anti-corruption and accountability institutions at the national and sub-national level to combat corruption; and iii) Strengthened accountability processes within specific service delivery sectors, in particular natural resource governance in refugee districts and wildlife crime related corruption. The project is expected to begin October 2020.

Position Summary:

MSI is seeking a local Civil Society Engagement Manager for the upcoming SSPA activity in Uganda. This person will lead the first objective; Increased citizen voice, coalition building, and engagement with government to reduce corruption.

Responsibilities:

  • Manage, supervise, coordinate, and provide technical leadership to support the projects civil society strengthening and outreach efforts and ensure that all activities and deliverables are of high quality, on schedule, and reach project objectives and targets.
  • Oversee and provide technical leadership and design of project interventions to engage the public (including youth and vulnerable populations), the mass media, and civil society organizations in anti-corruption activities such as public education, oversight, participation in decision-making processes, and corruption reporting among others.
  • Provide technical input to and oversight of the grants program including development of the technical requirements and proposal evaluation.
  • Develop and maintain strong relationships and cooperation with relevant counterparts, beneficiaries, and stakeholders and seek to engage them in SSPA interventions.
  • Contribute and assist with the preparation of technical reports and deliverables and other reports/deliverables, as requested by the Chief of Party or USAID.

Qualifications:

  • Bachelors degree in public administration, international relations, business administration or a related field. Masters degree preferred.
  • At least five (5) years experience working on corruption prevention, government accountability and transparency, and civic engagement.
  • Substantial technical expertise in anti-corruption reforms working with the governmental and non-governmental institutions.
  • Demonstrated success in working with a wide range of stakeholders and partners (i.e., national, regional and local government, private sector and civil society), including effective coordination with multiple partners and institutions.
  • Demonstrated knowledge and experience in implementing effective accountability, transparency, public oversight, and anti-corruption approaches.
  • Familiarity with the Uganda anti-corruption reform agenda and leading anti-corruption agencies.
  • Knowledge of and prior experience working on USAID-funded activities strongly preferred.
  • Fluency in English with excellent written and oral communications skills required, with proficiency in Swahili or Luganda preferred.
