INSO arrived in South Sudan in 2018 and currently works with 141 NGO partners. INSO South Sudan is based in Juba. INSO supports partner NGOs to enable the delivery of aid to the most vulnerable populations by providing context analysis and advisory services, crisis management support, access and safety trainings while also facilitating NGO coordination and advocacy for humanitarian access.

Job Summary

As Country Director, you will lead, manage, and direct program implementation in South Sudan. You bring strong program and people management expertise, with the ability to communicate with confidence, build consensus, and expand networks. You combine sharp analytical skills with pragmatism, patience, and adaptability. You thrive in turning strategy into practice under challenging conditions. With a humanitarian NGO background in senior leadership, you are an accomplished manager and analyst—no military or police experience is required.

Major Responsibilities

Program Leadership & Management

  • Provide active leadership across all functions—program delivery, finance, operations, and HR—ensuring compliance with INSO policies.
  • Drive program planning and strategy development grounded in realistic funding assumptions.
  • Manage donor relations and prepare high-quality proposals and reports that highlight impact.
  • Supervise program, finance, and operations leads.
  • Foster a culture of openness, collaboration, and accountability.

Service Delivery

  • Build and maintain a deep understanding of the South Sudan context and evolving humanitarian access challenges.
  • Oversee all service delivery to ensure targets are achieved, quality is maintained, and services remain relevant to NGO partners.
  • Provide senior humanitarian leaders with timely and strategic analysis through reports, briefings, and on-demand inputs.
  • Lead crisis management support for NGOs during critical incidents.

Requirements

Essential

  • At least 3 years in conflict-affected contexts.
  • At least 3 years in NGO senior management.
  • Strong command of written and spoken English.
  • Previous experience as an NGO Country Director or senior Program Manager, ideally in South Sudan.
  • Demonstrated experience in grant management, donor proposals, and reporting.
  • Proven analytical skills, with experience producing and reviewing analytical products.
  • Strong knowledge of humanitarian principles and practices.
  • Master’s degree or equivalent professional experience.
  • Strong networking, diplomatic, and communication skills.

Desirable

  • Recent South Sudan or similar field experience.
  • Prior engagement with INSO.
  • Direct crisis management experience.
  • Established local networks and contacts.
  • Interest and experience in data management and analytics.

Terms & Conditions:

12-month renewable contract. €6,500 per month salary, 4 calendar days annual leave per month and 7 days of R&R every 2 months with a €1250 R&R allowance each cycle, global medical coverage (excluding USA), AD&D coverage.
