Chemonics seeks a Director of Monitoring, Evaluation, Reporting and Learning (MERL) for the anticipated five-year, $25-50 million Sustainable Water Sanitation and Hygiene Partnerships Activity.

The MERL Director will be responsible for leading all MERL activities for the project, assisting the project with refining and utilizing their MERL capabilities and usage, and ensuring the project has the tools needed to make evidence-based decisions. We anticipate that the position will be based in Lusaka, Zambia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Key Illustrative responsibilities:

  • Serve as the point of contact for all MERL activities
  • Provide overall support, advice, and oversight on program-level monitoring and evaluation, reporting and learning
  • Lead technical assistance in the development, selection, and application of MERL processes and tools
  • Support and advise colleagues on activity-level monitoring and evaluation efforts, ensuring quality and consistency across efforts
  • Ensure learning is incorporated into all project level activities
  • Supervise and mentor MERL staff
  • Oversee and advise colleagues on information management processes by reviewing data collection efforts, overall data reliability, consistency, and quality
  • Lead all reporting requirements for USAID (i.e. weeklies/monthlies/quarterlies/annual reports), and ensuring atmospheric reporting and ad hoc reporting as relevant to the contract
  • Design, develop and manage MERL third-party services and oversee third-party monitoring as needed

Qualifications:

  • Minimum of 10 years of demonstrated experience in monitoring, evaluation, and learning on USAID funded programs
  • Master’s degree in relevant field; or an equivalent combination of education and work experience in a relevant field
  • Demonstrated experience with quantitative and qualitative research methods, including surveys and focus groups
  • Proficiency with software such as Microsoft Word, Excel, and Access; familiarity with statistical software is highly desired.
  • Experience working in Zambia preferred
  • Zambian nationals encouraged to apply
  • Fluency in English with excellent oral and written communication skills required
  • This role is expected to be based in Lusaka, Zambia and it is anticipated that there will be significant in-country travel
