Summary:

BOMA seeks a visionary and results-driven Director of Program Delivery to lead the high-quality implementation of its programs. This critical leadership role will serve as a strategic partner to the Chief Program Officer, providing essential leadership for high-quality program delivery to achieve BOMA’s mission goals. The Director will lead and empower Program Managers and their teams to drive effective, impactful, and high-quality program delivery, ensuring sustainable graduation from extreme poverty. By championing a data-centric approach and adaptive program management, the Director will embed a strong learning culture and continuously optimize program design and delivery for maximum programmatic impact. The role also involves fostering close collaboration with technical teams, effective external representation, and robust reporting.

Key Responsibilities:

Strategic Leadership in Program Delivery

  • Serve as a key strategic partner providing essential leadership for high-quality program delivery to achieve BOMA’s mission goals.
  • Partner with the Senior Technical Director to ensure program delivery consistently aligns with technical standards and integrates specialized expertise.
  • Oversee comprehensive and timely program reporting, leveraging data and insights from the Technology and Performance Department, to accurately reflect progress, impact, and lessons learned for internal and external strategic communication.
  • Champion a culture of accountability, teamwork, and continuous improvement across all program implementation teams under their supervision driving results and impact.
  • Provide leadership, coaching, and performance management to Program Managers, empowering them to develop their teams for effective and efficient program delivery.

High-Quality Program Delivery

  • Drive programmatic excellence across all programs through quality delivery and impact accountability.
  • Lead and manage overall program implementation, ensuring programs are delivered on time, within scope, on budget, and consistently meet high-quality standards.
  • Supervise Program Managers to ensure implementation quality, proactive operational troubleshooting in field operations, and strict adherence to timelines and budgets.
  • Ensure Program Activities are implemented in full compliance with BOMA’s Policies and Procedures.
  • Lead timely, effective, and transparent communication of program activities across BOMA departments, in alignment with the Chief Program Officer’s strategic direction.
  • Ensure cost-effective implementation practices are carried out in all Program Activities.

Adaptive Program Management for Programmatic Impact

  • Champion the deployment and use of program management and field operations technologies and tools in the planning and management of programs.
  • Work collaboratively with the Technology and Performance Department to drive accountability and discipline in the performance of field activities.
  • Drive BOMA’s data-centric approach in program delivery, in close partnership with the Technology and Performance Department, ensuring program decisions are informed by robust monitoring, evaluation, and learning.
  • Leverage M&E data for adaptive management, continuously optimizing program delivery for participant graduation from extreme poverty and clear impact.
  • Integrate Research & Learning findings to continuously improve program delivery, and innovation, embedding technical excellence.
  • Work closely with the M&E and Research & Learning team to embed data-driven approaches and continuous learning into daily program delivery.

External Representation & Partnerships:

  • Represent BOMA in key meetings with donors, partners, government agencies, and coordination forums, as delegated by the Chief Program Officer, advocating for BOMA’s mission and programs.
  • Foster strong partnerships and networks to enhance program delivery and sustainability.
  • Provide strategic leadership and oversight for consortia and multi-stakeholder initiatives, ensuring effective collaboration and objective attainment.

Safeguarding, Ethics, Compliance, & Data Protection

  • Uphold and promote BOMA’s safeguarding, ethics, and community accountability policies, ensuring ethical, respectful, and inclusive program implementation with informed consent.
  • Ensure strict compliance with BOMA’s data protection and confidentiality protocols for all sensitive participant data.
  • Maintain overall compliance with donor and organizational policies, ensuring transparent and effective use of resources.

Qualifications & Experience:

  • Master’s Degree in International Development, Project Management, Social Sciences, or related field.
  • Possession of specific program management training or certification (Program DPro, PRINCE2, or PMP) is an added advantage.
  • Minimum 10 years of progressive experience in program implementation, including 5+ years in senior leadership roles.
  • Proven ability to manage complex, multi-sectoral, donor-funded programs, with strong experience leading teams in field-based and challenging environments.
  • Demonstrated proficiency in the use of specific program management systems/ applications.
  • Demonstrated proficiency in using M&E data for adaptive management and decision-making.
  • Knowledge and experience with graduation approaches and livelihood programming preferred.
  • Experience working in Kenya or similar contexts, particularly in ASAL regions, is desirable.

BOMA’s Rural Entrepreneur Access Project (REAP) is a data-driven, high impact poverty graduation program for women in the arid and semi-arid lands of Africa.  We put ultra-poor women at the center of our work by helping them build a pathway out of extreme poverty. REAP addresses three elements that contribute to the cycle of aid dependency in the arid lands of Africa: low incomes, inconsistent cash flows and inadequate financial services for poor rural women. Profits from each REAP business provide a diversified income, while BOMA savings associations help women to manage cash flow (for daily needs), plan for future expenses (such as school fees and medical care), and respond to shocks (such as drought or family emergencies).

Against a backdrop of failed aid efforts and few-to-no peers working in its target geographic regions, BOMA is proving that a gender-focused poverty graduation program can improve the lives of women in rural Africa – specifically in arid lands where more than 12 million people face the most dire threats to food, water, economic, and political security.
