Project Summary:

The 18-month Libyan Electoral Security Planning and Implementation (LESPI) project, which is funded by the U.S. Department of State/Bureau of Near Eastern Affairs, will provide skills building, mentoring, and public outreach with the goal of strengthening the ability of security actors to effectively prevent, mitigate, or de-escalate electoral security threats at both the national and local levels.

Position Summary:

Creative Associates seeks Electoral Security Facilitators to support the LESPI project in Libya on a part-time basis. The Electoral Security Facilitators will lead trainings for electoral security stakeholders. They will consult with and provide a broad range of technical assistance to the project’s stakeholders. The Electoral Security Facilitators will be based in Tripoli and will travel to Tunisia and other regions of Libya as needed to conduct trainings and provide technical assistance.

Reporting & Supervision:

This position will report to the Chief of Party (COP).

Expected Outcomes:

· Assess the electoral security environment in Libya.

· Build key electoral stakeholders’ capacity to provide and oversee national and local election security mechanisms and support monitor and track incidents throughout the electoral process.

· Support the development and implementation of national and local electoral security plans and the establishment of a joint election operations center for upcoming electoral events.

Primary Responsibilities:

· Participate in training workshops on electoral security in Tunisia.

· Conduct electoral security assessments in collaboration with electoral security stakeholders.

· Support the COP and the Senior Electoral Security Advisor in the development of training curricula and materials for use in Libya;

· With support from the COP and the Senior Electoral Security Advisor, lead a series of trainings on electoral security administration and analysis, and the use of mapping and media monitoring platforms for national and regional electoral security stakeholders;

· Assist electoral security actors in formulating and refining protocols and standard operating procedures, national and local security plans and strategies, and a strategic communications plan;

· Provide day-to-day technical assistance and mentoring to national and local electoral security actors to support the establishment of a joint election operations center and the implementation of electoral security plans and strategic communications plans; and

· Review incident reports and other data and assist with the drafting of electoral risk advisories and weekly incident reports.

Required Skills & Qualifications:

  • Bachelor’s degree in a relevant field;
  • A minimum of ten (10) years of work experience including work experience related to electoral processes and/or the security sector;
  • In depth understanding of the role and mandate of government stakeholders and nonstate groups in Libya;
  • Demonstrated ability to provide technical assistance, including designing and leading trainings;
  • Ability to work effectively and professionally with high-level government and security sector officials, civil society organizations, project staff, and other beneficiaries;
  • Experience with coalition building and collaboration with multiple stakeholders;
  • Strong leadership, interpersonal, technical, and analytical skills;
  • Fluency in Arabic;
  • Willingness and ability to travel to Tunisia and throughout Libya as needed for project activities; and
  • Work eligibility in Libya required.

Desired Skills & Qualifications:

· Proficiency in English;

· Experience engaging women, youth, and minority groups to ensure their inclusion; and

· Experience with technology, including mapping platforms such as Ushahidi.
